About this file
This is a Past Performance Questionnaire template for reference evaluations related to DHS Immigration and Customs Enforcement (ICE) solicitation 70CDCR26R00000018 for armed guard transportation services. The questionnaire is to be completed by past clients or contracting officers who have worked with an offeror and submitted directly to Contracting Officer Natalie Carr and Contract Specialist Ronald Robinson by August 3, 2026. The form uses a five-point rating scale (Exceptional, Very Good, Satisfactory, Marginal, or Unsatisfactory) to assess contractor performance across multiple dimensions including quality of services, schedule compliance, key personnel management, staffing adequacy, and responsiveness to corrective action needs.
The questionnaire evaluates contractor strengths and weaknesses, compliance with subcontracting plan goals for small disadvantaged businesses, history of contract terminations for default or convenience, and overall likelihood of future contract award. Respondents provide narrative comments supporting each rating and identify specific performance issues such as staffing shortages, failure to meet delivery schedules, or inability to resolve performance problems independently. This evaluation tool directly supports ICE's assessment of offerors' capabilities for the multi-area armed guard transportation services IDIQ contract covering the Baltimore, Boston, Newark, New York, and Washington Areas of Responsibility.
