About this opportunity

The Naval Supply Systems Command Fleet Logistics Center Puget Sound seeks three MTU Detroit Diesel brand engines—two 3-71 models and one 4-71 model—for U.S. Navy vessel applications, with proposals due August 5, 2026, at 11:00 AM PDT. This is a women-owned small business (WOSB) solicitation; all responsible sources may submit. Amendment 0001, issued August 4, extends the due date from August 4 and provides answers to six technical questions regarding engine component specifications, flywheel housing, oil pan, valve cover, and blower and exhaust manifold locations.

Place of performance is Japan; delivery to USN SRF-JRMC Sasebo, Japan, is required by August 19, 2026. The Government arranges and pays all transportation under FOB Origin terms through NAVSUP WSS. NAICS code is 335312, Motor and Generator Manufacturing; PSC is 6105, Motors, Electrical.

The three engines are firm fixed-price line items: two 3-71 engines (2-cycle, 3-cylinder, 40 KW) for ship service diesel generators and one 4-71 engine (2-cycle, 4-cylinder, 134 HP) for anchor winch application. Each engine must pass dynamometer testing with performance test data sheets and engine specifications submitted prior to shipment. Testing acceptance criteria are specified in the Performance Work Statements, including coolant temperature ranges and oil pressure thresholds; the final run-in requires engines to develop within 5% of maximum rated horsepower.

Evaluation considers technical factors including delivery date, price, and past performance in no order of relative importance, per RFO 12.203. Award is anticipated August 2026. The contracting officer is Homer O. Shoup III (homer.o.shoup.civ@us.navy.mil, 360-476-7806). Offerors must acknowledge receipt of Amendment 0001 and submit questions at least two days prior to closing.
