About this file
This is a Performance Work Statement (PWS) for the run-in testing of a spare stern anchor winch engine for 135-foot Landing Craft Utility (LCU) vessels, classes 1627/1646, following engine overhaul.
The contractor must provide an authorized original equipment manufacturer (OEM) service technical representative to oversee dynamometer testing of each engine. Required support equipment and materials include a dynamometer, dyno certification data submission, oil pressure gauge, oil temperature gauge, coolant temperature gauge, fuel pressure gauge, and pressure gauges or manometers for the engine air box, exhaust manifold, blower inlet, and fuel manifold inlet passage. The testing consists of three phases: Basic Run-In, performed at idle and incremental speeds (1,200 rpm to 1,800 rpm) with prescribed load application and data recording; Inspection After Basic Run-In, including cylinder head and rocker arm shaft bolt tightening and engine tune-up; and Final Run-In performed at 1,700 rpm with specific acceptance criteria for horsepower, pressure readings, and temperature parameters. Acceptance criteria are defined in tables, including minimum coolant temperature of 160 degrees Fahrenheit and lubricating oil pressures ranging from 18 psi at idle to 43-65 psi at rated load. The final run-in requires the engine to develop within 5% of its maximum rated horsepower. All data must be recorded in a TEST DATA SHEET with results marked as satisfactory (SAT) or unsatisfactory (UNSAT). Upon completion, inspection after final run-in includes rustproofing the fuel system and introducing rust inhibitor into the cooling system, followed by signing the test procedure coversheet.

3.2 SUPPORT EQUIPMENT/MATERIAL
3.2.1 Provide dyno certification data submission.
3.2.2 Dynamometer to apply load to engine
3.2.3 Oil pressure gauge
3.2.4 Oil temperature gauge
3-2.5 Coolant temperature gauge

3.2.7 Pressure gauge or mercury manometer or water manometer for:
¯ Engine air box ¯ Exhaust manifold ¯ Blower inlet ¯ Fuel manifold inlet passage
4.0 TESTING STEP
4.1 BASIC RUN-IN Perform a basic run-in as follows and record data and/or result (SAT/UNSAT) in TEST DATA SHEET.
(1) Set the engine throttle at idle speed, check the lube oil pressure and check all connections to be sure there are no leaks.
(2) Refer to the Operating Conditions in Chapter 1 of Reference 2-1.1 which presents the engine operating characteristics. These characteristics will be a guide for tracing faulty operations or rack of power.
(3) After checking the engine performance at idle and being certain the engine and dynamometer are operating properly, increase the engine speed to 1,200 rpm and apply the load indicated on the BASIC RUN-IN SCHEDULE. The engine should be run at this speed and load for 15 minutes to allow sufficient time for the coolant temperature to reach the normal operating range. Record length of time, speed, horsepower, coolant temperature and lube oil pressure in Section B of TEST DATA SHEET.
Acceptance criteria are shown in Table 5-1.
Table 5-1: Acceptance Criteria Parameter Acceptance Criteria
1,200 rpm Coolant Temperature (deg. F) 160 (Minimum) Lubricating oil pressure (psi) 18 (Minimum)
(4) Run the engine at each speed and rating for the length of time indicated in the BASIC RUN-IN SCHEDULE. Record all the required data in Section B of TEST DATA SHEET.
Acceptance criteria are shown in Table 5-2.
Table 5:2 Acceptance Criteria Parameter Acceptance Criteria
1600 rpm - 1800 rpm Coolant Temperature (deg. F) 160 (Minimum) - 160 (Minimum) Lubricating oil pressure (psi) 24 (Minimum) - 28 (Minimum)
(5) BASIC RUN-IN INSPECTION Perform a basic run-in inspection as follows and check mark the TEST DATA SHEET upon completion of each step.
1. While the engine is undergoing Basic Run-In, check each item indicated in Section C of TEST DATA SHEET. Check for oil at rocker mechanism, lube oil leaks, fuel oil leaks, water leaks, and check and tighten all external bolts.
2. Upon completion of the Basic Run-In and Inspection, remove the load from the dynamometer and reduce the engine speed gradually to idle and then stop the engine.
(6) INSPECTION AFTER BASIC RUN-IN Perform an inspection after the basic run-in as follows and check mark in Section D of TEST DATA SHEET upon completion of each step.
The primary purpose of this inspection is to provide a fine engine tune-up. First, tighten the cylinder head and rocker arm shaft bolts to the proper torque. Next, complete the applicable tune-up procedure. Refer to Chapter 4 of Reference 2-2.1.
5.0 FINAL RUN-IN Perform a final run-in as follows and record data and/or result (SAT/UNSAT) in TEST DATA SHEET.
(1) If the engine has been shut down for one hour or longer, it will be necessary to have a warm-up period of 15 minutes at the same speed and load used for warm-up in the Basic Run-In. If piston rings, cylinder liners or bearings have been replaced as a result of findings in the Basic Run-In, the entire Basic Run-In must be repeated as though the Run-In and Test procedure were started anew.
(2) Start the Final Run-In and run the engine at a specified speed (1,700 rpm) with no-load.
(3) Run the engine at specified speed (1,700 rpm) and rating for the length of time indicated in the FINAL RUN-IN SCHEDULE. Record all the required data in Section E of TEST DATA SHEET and the value will be close to the design data specified in Table 5-3. During the Final Run-In, the engine should develop, within 5%, the maximum rated horsepower indicated for the speed that it is operating.
Table 5-3: Operating Parameter & Acceptance Criteria Parameter Design Data
(at 1800 rpm) Air box press. (inches mercury) At zero exhaust back pressure 2.8 Air box press. (inches mercury) At max full load back pressure 5.3 Air inlet restriction (inches water) Clean air cleaner 13.4 Exhaust back pressure (inches mercury) 3.3 Fuel press. at inlet manifold (psi) 45-65 Coolant Temperature (deg. F) 170-195 Lubricating oil temperature (deg. F) 200-225 Lubricating oil pressure (psi) 43-65
(4) After the prescribed time for Final Run-In has elapsed, the load should be removed from the dynamometer and the engine speed gradually reduced to idle and the engine stopped.
The Final Run-In is complete.
(5) INSPECTION AFTER FINAL RUN-IN Perform an inspection after the final run-in.
1. This inspection will provide final assurance that the engine and accessories required in the installation are in proper working order. During this inspection the engine should also be made ready for any brief delay in delivery or installation which may occur. This is accomplished by rustproofing the fuel system. A rust inhibitor should be introduced into the cooling system.
