About this file
This document is a Performance Work Statement (PWS) for dynamometer testing of a spare stern anchor winch diesel engine following overhaul. The test demonstrates satisfactory operation of a spare SSDG (Stern Diesel Generator) engine used on 135-foot Landing Craft Utility (LCU) vessels, specifically the Model 3151 diesel generator set rated at 40KW, 225/450 volts AC.
The contractor must provide an authorized original equipment manufacturer (OEM) service Technical Representative to oversee all dynamometer testing and submit dyno certification data. Required support equipment includes a dynamometer, oil pressure gauge, oil temperature gauge, coolant temperature gauge, fuel pressure gauge, and pressure measurement devices (gauges or manometers) for the engine air box, exhaust manifold, blower inlet, and fuel manifold inlet passage. The testing procedure consists of three phases: (1) Basic Run-In at idle speed and 1,200-1,800 rpm with specified load durations and acceptance criteria for coolant temperature (160-185°F) and lubricating oil pressure (30-60 psi); (2) Final Run-In at 1,800 rpm for 30 minutes with detailed parameter recording including air box pressure, air inlet restriction, exhaust back pressure, fuel pressure, coolant temperature, and oil temperature; and (3) inspection phases conducted during and after each run-in to verify engine integrity, check for leaks, tighten bolts, and perform tune-up procedures. If major components are replaced during inspections, the entire Basic Run-In must be repeated. The test procedure concludes with signing a coversheet upon completion.

4.0 TESTING STEP
4.1 RUN-IN
4.1.1 BASIC RUN-IN Perform a basic run-in as follows and record data and/or result (SAT/UNSAT) in TEST DATA SHEET.
(1) Set the engine throttle at idle speed, check the lube oil pressure and check all connections to be sure there are no leaks.
(2) Refer to the Operating Conditions in Chapter 1 of Reference 2-1.1 which presents the engine operating characteristics. These characteristics will be a guide for tracing faulty operations or rack of power.
(3) After checking the engine performance at idle and being certain the engine and dynamometer are operating properly, increase the engine speed to 1,200 rpm and apply the load indicated on the BASIC RUN-IN SCHEDULE. The engine should be run at this speed and load for 15 minutes to allow sufficient time for the coolant temperature to reach the normal operating range. Record length of time, speed, horsepower, coolant temperature and lube oil pressure in Section B of TEST DATA SHEET.
Acceptance criteria are shown in Table 5-1.
Table 5-1: Acceptance Criteria Parameter Acceptance Criteria
1,200 rpm Coolant Temperature (deg. F) 160-185 Lubricating oil pressure (psi) 30-60
(4) Run the engine at each speed and rating for the length of time indicated in the BASIC RUN-IN SCHEDULE. Record all the required data in Section B of TEST DATA SHEET.
Acceptance criteria are shown in Table 5-2.
Table 5-2 Acceptance Criteria Parameter Acceptance Criteria
1800 rpm Coolant Temperature (deg. F) 160-185 Lubricating oil pressure (psi) 30-60
5.0 FINAL RUN-IN INSPECTION Perform a basic run-in inspection as follows and check mark the TEST DATA SHEET upon completion of each step.
1. While the engine is undergoing Basic Run-In, check each item indicated in Section C of TEST DATA SHEET. Check for oil at rocker mechanism, lube oil leaks, fuel oil leaks, water leaks, and check and tighten all external bolts.
2. Upon completion of the Basic Run-In and Inspection, remove the load from the dynamometer and reduce the engine speed gradually to idle and then stop the engine.
6.0 INSPECTION AFTER BASIC RUN-IN Perform an inspection after the basic run-in as follows and check mark in Section D of TEST DATA SHEET upon completion of each step.
1. The primary purpose of this inspection is to provide a fine engine tune-up. First, tighten the cylinder head and rocker arm shaft bolts to the proper torque. Next, complete the applicable tune-up procedure. Refer to Chapter 4 of Reference 2-2.1.
7.0 FINAL RUN-IN Perform a final run-in as follows and record data and/or result (SAT/UNSAT) in TEST DATA SHEET.
(1) If the engine has been shut down for one hour or longer, it will be necessary to have a warm-up period of 15 minutes at the same speed and load used for warm-up in the Basic Run-In. If piston rings, cylinder liners or bearings have been replaced as a result of findings in the Basic Run-In, the entire Basic Run-In must be repeated as though the Run-In and Test procedure were started anew.
(2) Run the engine at specified speed (1,800 rpm) and load specified in the FINAL RUN-IN SCHEDULE for 30 minutes. During the final run-in, record all the required data in Section E of TEST DATA SHEET and the value will be close to or fall within the design data specified in Table 5-3.
Table 5-3: Operating Parameter & Acceptance Criteria Parameter Design Data
(at 1800 rpm) Air box press. (inches mercury) At max full load back pressure 7.6 (Mm) Air inlet restriction (inches water) Clean air cleaner 15 (Max) Exhaust back pressure (inches mercury) 3.3 (Max) Fuel press. at inlet manifold (psi) 45-65 Coolant Temperature (deg. F) 160-185 Lubricating oil temperature (deg. F) 200-225 Lubricating oil pressure (psi) 30-60
(3) After the prescribed time for Final Run-In has elapsed, the load should be removed from the dynamometer and the engine speed gradually reduced to idle and the engine stopped.
The Final Run-In is complete.
(4) INSPECTION AFTER FINAL RUN-IN Perform an inspection after the final run-in as follows and check mark in Section F of TEST DATA SHEET upon completion of each inspection item.
1. This inspection will provide final assurance that the engine and accessories required in the installation are in proper working order. During this inspection the engine should also be made ready for any brief delay in delivery or installation which may occur. This is accomplished by rustproofing the fuel system. A rust inhibitor should be introduced into the cooling system.
8.0 TEST PROCEDURE COMPLETION
7.1 Sign the test procedure coversheet to verify that the test is complete.
