About this opportunity
The Department of Transportation Federal Highway Administration is seeking construction services for the MT FLAP PARK 2021(1) project, which involves improvements and preservation of the Old Yellowstone Trail South, located 55 miles south of Livingston, Montana. The project will focus on roadway improvements including drainage work, road reconditioning, aggregate surfacing, and signage installation across two potential bid schedules covering 5.51 and 8.18 miles respectively. This opportunity will be solicited exclusively to Yellowstone/Grand Teton Multiple Award Task Order Contract (MATOC) contractors, with interested vendors required to register and be logged into SAM.gov to access full details. The solicitation is anticipated to be released in Spring 2025, with contractors expected to complete the project by Fall 2025. Evaluation criteria and specific details will be outlined in the full Request for Proposal (RFP) when it is posted on SAM.gov.
The contract is not set aside for any specific business category and will be a firm-fixed-price task order with an estimated value between $2 million and $5 million. The project scope includes extensive earthwork, such as clearing, grubbing, cattle guard and culvert removal, with substantial aggregate surfacing requirements ranging from 24,000 to 35,600 tons. Additional contract elements include pipe culvert installation in 18-inch, 24-inch, and 36-inch sizes, guardrail installation of approximately 800 linear feet, and signage covering 23 to 156 square feet. Temporary traffic control measures will be critical, with provisions for 1,300 to 1,600 hours of flagging and 70 to 80 days of traffic control supervision.
