About this opportunity
The Department of Agriculture Forest Service R6–Pacific Northwest Region seeks supply and installation of a replacement three-phase power ducted heat pump system for Building #1108 at Mount St. Helens National Volcanic Monument Ranger District Office in Amboy, Washington, with proposals due May 29, 2026. This is a 100 percent small business set-aside.
Place of performance is Amboy, WA. The contractor must remove and dispose of the existing 16-year-old Trane ducted heat pump system off-site and off Forest Service property, and install new HVAC equipment with all labor, materials, and electrical connections included. Work must comply with OSHA, NEC, NFPA, and ASHRAE standards. The critical technical requirement is that the replacement system must operate efficiently in sustained winter temperatures below 25 degrees Fahrenheit without relying solely on emergency or electric strip heating. Offerors must provide in their proposal summary the type, size, model number, and lower temperature rating of the equipment, along with a complete manufacturer's brochure; proposals lacking the brochure will not be evaluated for award.
The NAICS code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors). The performance period runs June 1 through September 30, 2026, with delivery required 90 days after award. One firm-fixed price award will be made. Evaluation is based on past performance (four similar projects from the prior three years with owner references), technical capability (equipment specifications and key personnel qualifications), and price. Service Contract Labor Standards apply; Wage Determination No. WA 2015-5563 governs. A mandatory site visit is scheduled for May 26, 2026, from 11:00 a.m. to noon at the front parking lot, with Melissa Jolley and a Forest Service electrician present to answer questions. Contracting Officer Jorge Somoza administers the contract from Portland, Oregon.
