About this opportunity
The Department of Agriculture Forest Service Region 6 seeks supply and installation of a replacement single-phase heat pump HVAC system at Mount St. Helens National Volcanic Monument Ranger District Office in Amboy, Washington, with proposals due September 3, 2026. This is a Total Small Business set-aside foreclosing competition outside that category.
Place of performance is Amboy, WA. The existing failed HVAC system must be removed and disposed of off-site and off Forest Service property. The replacement system must operate efficiently below 25 degrees Fahrenheit without relying solely on emergency or electric strip heating—a critical operational requirement given that Amboy routinely experiences sustained winter temperatures below that threshold. All labor, materials, and electrical connections must be provided by a licensed electrician in accordance with OSHA, NEC, NFPA, and ASHRAE standards. Proposals must clearly state equipment type, size, model number, and lower temperature rating, and must include a full manufacturer brochure; failure to provide a brochure will render the offeror ineligible for award. A contractor superintendent must be on-site during all work, conducted between 8:00 AM and 4:30 PM Monday through Friday. Delivery is required 90 days after award, with performance period September 15 through October 30, 2026. A minimum one-year warranty on parts and labor is required. The small business size standard is $19.0 million. NAICS code is 238220, PSC N045. Service Contract Labor Standards apply with DOL Wage Determination No. WA 2015-5563. Award will be made as firm-fixed-price to the offeror providing best value based on technical capability, past performance, and price. Offerors must provide evidence of past performance on four similar projects and must be registered in SAM.gov.
