About this opportunity

The U.S. Fish and Wildlife Service seeks quotations for boundary and interior fence work at Charles M. Russell National Wildlife Refuge in Montana, with proposals due July 2, 2026. The procurement is a Total Small Business set-aside; offers from non-small business concerns will be rejected as nonresponsive.

Place of performance is the Bobcat Creek Habitat Management Unit in McCone and Garfield Counties near Fort Peck, Montana. The project comprises four line items: construction of approximately 1.6 miles of new fence, removal and replacement of approximately 1.8 miles of old fence, modification of approximately 2 miles of existing fence (replacing bottom barbed wire with smooth wire), and complete removal of approximately 9 miles of fence. Amendment 1 added the 9-mile removal scope that was unintentionally omitted from the original solicitation. All new fence construction must consist of four strands with the top three strands barbed and the bottom strand barbless. Amendment 2 clarifies fence modification specifications, gate construction using steel tubing rather than wood, and clearing of trees and brush limited to 4 feet on each side of the fence line only if necessary. The period of performance runs from July 27, 2026, through June 30, 2027, with work to commence within 30 calendar days of notice to proceed.

The estimated project magnitude is between $100,000 and $250,000. Contracts exceeding $35,000 require a Payment Bond; contracts exceeding $150,000 require both Payment and Performance Bonds. A Bid Bond is not required. The government will award a single firm-fixed-price contract on a best value basis considering price and non-price factors: technical approach, schedule realism, relevant experience with similar projects completed within the last five years, and past performance as documented in CPARS. Quotations must be submitted electronically to Nicole Johnson at nicole_johnson@ios.doi.gov. Davis-Bacon wage rates apply (Wage Determination MT2026-0076). Site visits are encouraged and may be scheduled by contacting the Fort Peck Field Station at 406-526-3464, ext. 201. The NAICS code is 238990, All Other Specialty Trade Contractors; PSC is Z2PZ, Repair Or Alteration Of Other Non-Building Facilities.
