About this opportunity
The FDA Office of Acquisition and Grant Services seeks disassembly, packing, and transportation of an Agilent 8800 ICP-MS instrument from its San Francisco Human and Animal Food Laboratory in Alameda, California to its Denver Human and Animal Food Laboratory in Denver, Colorado, with proposals due July 30 at 10:00 AM EDT and questions due July 24 at 10:00 AM EDT. This is a non-set-aside procurement.
The instrument (Serial Number JP14340352) includes an SPS4 Autosampler module (Serial Number AU19056287); both are operational. The contractor must disassemble, pack using newly manufactured protective shipping containers and crates that remain FDA property, and transport on an FOB Destination basis with liability assumption for damage during packing, transportation, and delivery, including inside delivery to the specified location at DENHAFL. All work must be performed by OEM-certified technicians. Reassembly, re-qualification, preventive maintenance, and IQ/OQ services are excluded.
Period of performance extends from contract award through 90 calendar days after award. Delivery is accepted Monday–Friday, 8:00 AM–4:00 PM local time. A detailed inventory will be provided post-award; no site visit is offered. The NAICS code is 484210, Used Household and Office Goods Moving; the small business size standard is $34.0 million average annual receipts.
Award will be made on a best-value basis. Evaluation prioritizes technical approach (most important), followed by past performance and price. Offerors must submit technical and price quotations, up to three past performance references, UEI confirmation, active SAM.gov registration, staffing plan identifying key personnel and labor categories, and a management and technical approach summary. Submission is limited to 12 pages in searchable PDF and Excel formats via email to the contracting officer, Sarah Hussain (sarah.hussain@fda.hhs.gov; 301-796-3940). Amendment 0001, Questions and Answers, was issued July 29.
