About this opportunity
The Department of the Interior National Park Service Southeast Region is soliciting proposals for a complete roof replacement project at the Ohana Maintenance Garage (Building O-208) in Mount Rainier National Park. The project involves a full tear-off and replacement of the existing 3-ply SBS torch-applied roofing system on a 3,285 square foot gable roof with a 3/12 pitch, including installation of a new 2-ply SBS roofing system, perimeter and penetration flashings, deck inspection and repairs, and complete site cleanup. Contractors must demonstrate technical capability through experience and certifications of personnel, use of qualified installers, and appropriate team structure, while also providing past performance documentation. The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) source selection process, where technical and past performance factors are evaluated on a pass/fail basis, with the award going to the lowest-priced technically acceptable offeror. Proposals are due September 11, 2025, at noon MT, with an optional site visit scheduled for August 28, 2025, at 10:00 am.
This procurement is designated as a 100% small business set-aside under NAICS code 238160 (Roofing Contractors), with an estimated project value between $0 and $75,000. The contract performance period runs from September 22, 2025, to November 17, 2025, with work restricted to the May through October window due to park accessibility constraints. The project will be performed at the Ohanapecosh area of Mount Rainier National Park in Pierce County, Washington, and must comply with Davis-Bacon Act prevailing wage requirements with minimum rates of $17.75 per hour for contracts entered into after January 30, 2022. Construction activities must adhere to various industry standards including ASTM, NFPA, IBC, and OSHA requirements, while preserving the non-contributing structure's aesthetic integrity. Critical deliverables include pre-installation meeting minutes, weekly progress reports, deck inspection logs, water-tightness test records, and final documentation with acceptance criteria requiring no ponding or leaks and weathertight flashings.
