About this opportunity
The Department of the Interior National Park Service Midwest Region seeks construction services to replace viewing glass panels and accessibility door openers at Mount Rushmore National Memorial's Visitor Center lower level, with sealed bids due September 9, 2026 at 1:00 PM Mountain Time. This procurement is 100% set aside for Indian Small Business Economic Enterprises under the Buy Indian Act, foreclosing competition outside that pool.
Place of performance is Keystone, South Dakota (13000 Highway 244). Work must be completed within 120 calendar days of the Notice to Proceed, inclusive of supply lead times and material deliveries. The scope includes demolition and installation of 43 new one-inch thick argon gas insulated glass panels (5' x 8' each) with HT LE-T tempered #2 glass, soft coat low-E clear SN-68 film, and tri-seal black air spacer; ground-level panels require 2" x 2" frosted distraction markers. All panels must include impact-resistant protective safety film meeting ANSI Z97.1 and CPSC 16 CFR 1201 standards with minimum 32,000 psi tensile strength, peel strength greater than 2,720, and minimum elongation at break exceeding 100 percent. The scope also includes demolition of two existing Horton Automatics accessibility door openers and installation of two new complete accessibility door opener systems compliant with IBC 2024, ADA Section 404, and ANSI/BHMA A156.10 standards. Work hours are 7 a.m. to 4 p.m. Monday through Friday, coordinated with Mount Rushmore Facilities to minimize operational disruption.
The estimated project magnitude is $250,000 to $500,000, firm fixed price. NAICS code is 238350 (Finish Carpentry Contractors); PSC is Z2FA. Davis-Bacon Act prevailing wage rates apply. A 20% bid guarantee and 100% performance and payment bonds are required within 10 calendar days of award. An organized site visit is scheduled for August 25, 2026 at 10:00 AM Mountain Time; questions are due within three calendar days thereafter. Electronic bids only via joseph_kirk@ios.doi.gov; maximum 100MB attachment size. Contractors must be SAM-registered with current UEI and representations and certifications prior to final offer submission. Amendment 1 (effective September 4, 2026) updated the Statement of Work; offerors must acknowledge all amendments in Block 19 of SF 1442.
