About this opportunity
The Military Sealift Command (MSC) is seeking to procure mooring and towing lines, wire rope, slings, pendants, and fittings for its maritime assets worldwide through a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) solicitation. The contract will support MSC and United States Ship (USS) Navy ships, with products to be delivered to government warehouses in Norfolk, VA and San Diego, CA, as well as other global locations. Potential contractors must submit two-volume proposals, with technical evaluation based on Product and Delivery Location factors, using a Lowest-Priced, Technically Acceptable (LPTA) source selection process. Quotations are due by May 9, 2025, at 12:00 PM EST, and must be submitted electronically to specific contracting personnel. Contractors will be required to provide complete mooring line assemblies that meet Naval Ships' Technical Manual and Cordage Institute standards, with proposals remaining valid for 60 days after submission.
The solicitation is exclusively set aside for small businesses with a size standard of 1,000 employees, covering a five-year ordering period from May 23, 2025, to May 22, 2030. The government intends to award multiple contracts with a minimum guarantee of $3,500 per awardee and a maximum ceiling of $7,500,000 across all contract holders. The contract will utilize an annual rate sheet with various rope types including Double Braided Nylon, Double-Braided Poly, 4-Strand HMPE, 12-Strand High Tenacity Polyester, and 12 Strand HMPE, ranging from 7/8-inch to 3 1/2-inch diameters. Each year includes an escalation factor of 1.03, and contractors must provide fixed unit prices valid throughout the contract period. Delivery orders will be competitively awarded among MAC holders, with the primary objective of maintaining fleet readiness by ensuring timely availability of specialized marine cordage products.
