About this file
This document is a Questions and Answers (Q&A) document for Solicitation Number N3220525R2263 issued by the Military Sealift Command. The Q&A provides clarifications for potential offerors regarding three key points: (1) freight quoting, (2) order quantities, and (3) product specifications. Specifically, the document instructs vendors to:
- Provide a single quote for CONUS (Continental United States) only, rather than separate quotes for three different zones
- Use estimated quantities in the rate table (Attachment A) for determining potential unit price discounts
- Bid using the standard 6 FT eyes specification for products, as referenced by the Cordage Institute standards
The Q&A explicitly states that these answers provide clarification and do not constitute an amendment to the original solicitation, helping potential vendors understand specific bidding requirements for the mooring and towing lines contract.

QUESTIONS AND ANSWERS – 2
The following are answers to questions received from potential offeror (s). The answers provide clarification only and DO NOT constitute an amendment to the Solicitation.
Question 1: “The Freight is required to be quoted for 3 different zones. Zone A and Zone B is fairly simple as we know the zip code and we can easily get quotes from Freight companies;
however, Zone C is a little tricky especially when we are unaware of the destination and total possible weight. We have these 2 options, please let us know which one works best for you or any other suggestions on your end”:
a. Provide 3 different quotes for 3 different Zones.
b. Or, provide one Quote for CONUS only.
ANSWER 1: Please provide one quote for CONUS only.
Question 2: “This is FOB: Destination and the minimum order quantity is not clear. We are preparing the bid for Quantity of 1 and cost to ship it to the different zones. The cost to ship is definitely better if we consolidate. Can we provide a quote with Quantity Breaks instead?”
ANSWER 2: Estimated quantities listed in the rate table (Attachment A) are for estimating purposes only; the Government does know an exact amount which will be ordered. You may use these quantities to determine any unit price discount to be reflected in the Totals column. Please provide one quote for CONUS only.
Question 3: “There are multiple lines on this request, however, the specifications regarding the eye sizes are not clearly indicated. Should we bid with the standard 6 FT eyes as Cordage Institute referred on the request doesn’t specify anything either.”
ANSWER 3: Please bid with the standard 6 FT eyes specification.
