To be considered timely, an e-mail quote must be received in its entirety in the designated e-mail inboxes by the due date and time for quote submission. Quotes received after the due date and time will be deemed late. The contracting officer, may, in their sole discretion, consider late quotes for award if considering the late quote is in the best interest of the Government. Quotes shall remain valid for at least 60 days after issuance.

2.) All questions shall be received no later than five (5) calendar days after issuance of the solicitation. Quoters are cautioned that any questions received after this deadline may not receive a response.

3.) Submission of Quotation: in addition to FAR 52.212-1, Instructions to Quoters - Commercial Products and

Commercial Services, the following information is provided:

A. The submission of the documentation specified below will constitute the quoter’s acceptance of the terms and conditions of the RFQ and concurrence with the contract type. In order to be eligible for award, Quoters are required to meet all solicitation requirements, such as terms and conditions, evaluation factor requirements, and be deemed responsible in accordance with FAR Part 9. Failure to meet a requirement may result in a quoter being ineligible for award. If the quoter finds it necessary to take exception to any of the requirements specified in this solicitation, the quoter shall clearly identify the applicable Volume and exceptions with a complete explanation of why the exception was taken, what benefit accrues to the Government (if any), and its impact, if any, on the performance, schedule, cost, and specific requirements of the solicitation. Each exception shall be specifically related to each paragraph and/or specific part of the solicitation to which the exception is taken. Quoters are cautioned that taking an exception may render the quote ineligible for award.

It is recommended that the quoter contact the Contracting Officer immediately prior to solicitation closing, upon identifying an area that may result in an exception.

B. Quote Format in Section C below prescribes the format for the quote and describes the approach for the development and presentation of quote data. These instructions are designed to ensure the submission of information needed to allow for evaluation of quotes. If a quoter believes that the requirements in these instructions contain an error, an ambiguity, omission, or are otherwise deemed unsound, the quoter shall immediately notify the Contract Specialist in writing with the supporting rationale. The quoter is reminded that the Government reserves the right to award this effort based on the initial quotes, as received, without discussion. All referenced documents for this solicitation are available on the website at https://www.sam.gov. Table 1 – Quote Format

Volume Title

I General

II Technical Capability

a. General (Volume I) –

i. Quoter shall provide an executive summary that introduces the Contractor’s team and quote submission. In addition, Quoter shall provide a statement of persons authorized to negotiate and sign on the quoter’s behalf with the Government in connection with this solicitation.

ii. Quoter shall provide any exceptions, deviations, and/or any assumptions used in the quote preparation. Note that an exception to any requirement may render a quote unacceptable.

iii. Quoter shall provide completed N3220525R2263 Provisions and Clauses Attachment

b. Technical (Volume II) - The technical volume contains two (2) factors and will be the basis for assessing the quoter’s ability to understand the scope of work as described in the solicitation. FAR

Provision 52.212-2 of the solicitation outlines the evaluation criteria for evaluating the technical submission. The technical volume shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the quoter’s submission. Legibility, clarity, and coherence are very important. The quote should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the quoter intends to meet the requirements. Statements that the quoter understands, can, or will comply with the requirements;

statements paraphrasing the requirements or parts thereof; and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered unacceptable. Quoters shall assume that the Government has no prior knowledge of its facilities and experience and will base its evaluation on the information presented in the quoter’s submission. Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.

The Offeror’s technical proposal shall conform fully to the minimum technical requirements of the solicitation and address the following technical subfactors with no pricing information:

Technical Capability

Factor 1 – Product

Factor 2 – Delivery Location

Offerors shall structure the technical information of their proposals in the same format set forth below. The technical capability must demonstrate an understanding of and an ability to comply with all technical requirements covered in the solicitation.

Offerors are advised that the technical evaluation will be based on the information provided in the technical volume. The Government will not make assumptions regarding the information contained therein; only information contained in the proposals will be evaluated. Therefore, offerors must conclusively demonstrate in their proposals how the Government’s stated requirements are met.

Factor 1– Product

The Offeror shall provide an example list of product data/technical specifications for all representative products identified in the Statement of Work (SOW) Section 3.0, to include manufacturer name/brand and relevant product specifications: material, composition, breaking strength. Examples should only include commercial, U. S. Navy, U.S. Coast Guard, U.S. Army, and/or Military Sealift Command ship applications.

Factor 2– Delivery Location

The Offeror shall provide a written narrative demonstrating a plan for how they will deliver to the locations identified in SOW section 2.0. Additionally, offerors shall demonstrate a plan for obtaining government base access.

Failure to conform to any of the requirements of the solicitation may form the basis for rejection of the proposal.

[END of FAR provision 52.212-1 Addendum]

9. Provision 52.212-2 Evaluation—Commercial Products and Commercial Services (Nov 2021) applies to this acquisition, and its tailored text appears below:

52.212-2 (ADDENDUM) EVALUATION- COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

Any inconsistency between FAR Provision 52.212-2 and the Addendum to FAR 52.212-2 shall be solved by giving precedence to the Addendum to FAR 52.212-2.

EVALUATION CRITERIA:

1.) Basis for Award. The Government will award contracts to the technically acceptable Quoter(s), with acceptable past performance (if applicable, see 52.212-1 Addendum, Volume III, item iii). The

Government reserves the right to award to fewer than five (5) Quoters. In accordance with FAR

13.106-1(a)(2)(iv)(A), price may be, and is for this solicitation, excluded as an evaluation factor.

Accordingly, the Government intends to make award to all qualifying quoters. Price will be one (1) of the factors in the selection decision for each task or delivery order under the ensuing multiple-award contract (MAC), in accordance with FAR 16.505(b)(1)(ii)(E).

2.) The Government will determine award by evaluating the following evaluation factors:

Factor 1 – Product

Factor 2 – Delivery Location

3.) The Government will review the information required by the RFQ to determine whether the Quoter has met the minimum submission requirements. To meet the requirement of DFARS 213.106-2(b)(i)

The contracting officer shall consider price risk and supplier risk, if available in SPRS, as a part of the award decision in accordance with DFARS 204.7603.

4.) The Government intends to award without discussions. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

5.) An overall rating will be assigned to each of the factors as a result of the source selection evaluation. All factors will be rated on an acceptable or unacceptable basis. If any factor or subfactor that is deemed unacceptable, the entire quote will be deemed unacceptable. Award will not be made to any Quoter whose quote is deemed technically unacceptable.

A. Technical Capability:

Quotes will be evaluated to determine if the Quoter meets all of the minimum requirements detailed in the solicitation. Technical tradeoffs will not be made and no additional credit will be given for exceeding the minimum requirements of the solicitation. The technical capability consists of two (2) factors as listed below. In order to receive an Acceptable rating on Factor 1, a Quote must receive an Acceptable rating on all of the

Technical Factors (Factors 1 and 2) below; receiving an Unacceptable rating on any factor will render a Quote

Unacceptable for Technical Capability.

Technical Factors:

Factor: 1 Product: Product under Factor 1 will be evaluated on an “acceptable” or “unacceptable” basis. To be considered technically acceptable, the proposal shall provide all the required Product Data/Technical Sheets with their lead times outlined in 52.212-1 Technical Factor 1 that meet the minimum characteristics provide in the applicable SOW paragraph.

Factor 2: Delivery Location: Delivery Location under Factor 2 will be evaluated on an “acceptable” or

“unacceptable” basis. To be considered technically acceptable, the proposal shall provide all the required statements outlined in 52.212-1 Technical Factor 2 that meet SOW requirements.

The technical quote (Technical Factors 1 and 2) will be determined acceptable or unacceptable as follows:

Adjectival Rating Description

Acceptable Quote meets the minimum requirements of the solicitation

Unacceptable Quote does not clearly meet the requirements of the solicitation

[END of FAR provision 52.212-2 Addendum]

(a) The Government may issue one or more ID/IQ contracts resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation meets technical acceptability standards. The following factors shall be used to evaluate quotes:

(i) technical capability of the item quoted to meet the Government requirement;

A Lowest-Priced, Technically Acceptable (LPTA) source selection process shall be used to evaluate each task or delivery order under the ensuing multiple-award contract (MAC), which offer provides the best value to the

Government in accordance with FAR 16.505(b)(1)(ii)(E). The Government will also evaluate quoted pricing for reasonableness for each technically acceptable task or delivery order under the ensuing multiple-award contract

(MAC) utilizing techniques described in FAR 13.106-3. Thus, an award shall be made to the lowest priced technically acceptable quoter.

To be considered a technically acceptable solution for a parts procurement, the quoted parts shall meet the solicitation requirements including required parts, delivery dates, and terms and conditions stated in the solicitation.

(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
