About this file
This document is a Questions and Answers (Q&A) document for a Military Sealift Command (MSC) solicitation (N3220525R2263) for Mooring and Towing Lines. The Q&A provides clarification on two key areas: mooring line delivery and contract pricing structure. For the first question, MSC confirmed that vendors must provide complete mooring line assemblies as specified in salient characteristics for each individual delivery order.
The solicitation is for a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) with a five-year ordering period, utilizing Fixed Price (FP) Delivery Orders. Vendors will submit rate sheets with fixed unit prices valid throughout the contract period. Task or delivery orders will be competitively awarded using a Lowest-Priced, Technically Acceptable (LPTA) source selection process among MAC holders. The government guarantees a minimum contract value of $3,500 per awardee over the contract's life, which will be met by issuing a task or delivery order to ensure this minimum spending threshold.

QUESTIONS AND ANSWERS – 1
The following are answers to questions received from potential offeror (s). The answers provide clarification only and DO NOT constitute an amendment to the Solicitation.
Question 1: Clarification on whether the mooring lines referenced in the solicitation are expected to be shipped as reels of rope or if we will be required to assemble complete mooring line configurations.
ANSWER 1: The requirement is to provide a complete mooring line assembly as identified in the salient characteristics that will be provided in each individual delivery order.
Question 2: “We would appreciate any clarification you can provide regarding the pricing format. Based on our understanding, we are expected to submit a rate sheet with fixed unit prices for each item, which will remain valid over the five-year ordering period. These unit prices would serve as the basis for future delivery orders, which will be competed among awardees on a lowest-price technically acceptable (LPTA) basis. The government guarantees a minimum of $3,500 per awardee over the life of the contract.”
ANSWER 2: The solicitation is for a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) set of contracts with a five (5) year ordering period with Fixed Price (FP) Delivery Orders (DO). The understanding of holding a fixed unit price to remain valid over the five-year ordering period is correct. Task or Delivery Orders will be periodically solicited whereby each MAC holder may submit a proposal for consideration of award of a particular Task or Delivery Order. A Lowest-Priced, Technically Acceptable (LPTA) source selection process shall be used to evaluate each task or delivery order under the ensuing multiple-award contract (MAC). Thus, each task or delivery order under the MAC will be awarded competitively among the MAC ID/IQ holders. The MAC ID/IQ Contract Minimum Guarantee Amount represents the minimum quantity of supplies and services the Government must order for the life of the contract. The Government will issue a task or delivery order to meet the minimum guarantee of $3,500.00 per awardee.
