About this opportunity
The 23d Contracting Squadron at Moody Air Force Base is soliciting proposals for a Contractor Operated Civil Engineer Supply Store (COCESS) to provide sourcing, purchasing, receiving, issuing, delivery, and stocking of materials, equipment, parts, and supplies for construction and facility maintenance and repair at Moody AFB in Georgia. The Department of the Air Force Air Combat Command seeks a contractor to operate the supply store, which must provide high-use and critical consumable items across seven product categories: Electrical Systems, Power Production, HVAC/Controls, Structures, Utilities, Horizontal Repair/Heavy Equipment, and Tools/Safety. Key requirements include staffing an on-site store manager with minimum two years' supply logistics experience, maintaining the store in Building 980 with operating hours of Monday through Friday, 0700-1630, implementing the NexGen IT system for all material control processes, obtaining Common Access Cards for all personnel, and meeting specified delivery timeframes ranging from 24 hours for emergency requests to 14 duty days for scheduled work. The government will evaluate proposals using a best-value subjective tradeoff approach, with Technical and Past Performance combined as significantly more important than Price, assessing store management plans, transition plans demonstrating completion of all required tasks within 30 days of award, and past performance on similar contracts. The deadline for questions and answers is April 15, 2026 at 4:30 PM EST, proposals are due April 21, 2026 at 4:30 PM EST, and a highly recommended site visit is scheduled for April 13, 2026 at 9:00 AM EST at Moody Air Force Base.
This solicitation has no set-aside designation and is unrestricted to all qualified vendors. Historical data indicates that the current or previous contractor (CC Distributors, Inc.) operated the store, as evidenced in sample transaction documents, though no specific incumbent contractor is named in the solicitation. The contract value is not to exceed $10,000,000 total across a 12-month base period (May 1, 2026 through April 30, 2027) plus four one-year option periods through April 30, 2031, based on historical spending of approximately $10 million over the last four fiscal years. The pricing structure is firm fixed price with three tiers: Pre-Priced Items sourced from specified online databases with category-specific discount coefficients, Supplemental Priced Items (SPI) for frequently purchased items not in databases submitted within 30 days of award, and Non-Priced Items (NPI) requiring fair and reasonable pricing through market research. The store will be located at Building 980 in Bemiss Road, Moody AFB, Georgia, with the government providing facility space of approximately 11,466 square feet of warehouse and 240 square feet of office space, two computers with monitors, a printer, existing shelving and counters, and basic utilities, while the contractor must furnish all other supplies and equipment including a forklift and pallet trucks.
