About this file

This is a Questions and Answers Matrix for a federal solicitation addressing clarifications on contract requirements, submission procedures, and scheduling.

The matrix addresses eight substantive questions regarding contract interpretation and administration. Key clarifications include: (1) Pre-Priced Items are limited to items specific to each shop's category—the HVAC shop receives discounts only on HVAC items found in identified primary or alternate databases, not all items; (2) the offer due date in SF 1449 will be amended from 25 March 2026 to 21 April 2026 at 04:30 PM EST, with the Government acknowledging compressed timelines for question submission (by 15 April 2026), site visits (13-14 April 2026), and performance commencement (1 May 2026); (3) all documents, including Excel files (Attachment Y—Moody PDC Table and Attachment K—Moody Common COCESS Items Price List), must be submitted in PDF format; and (4) category alignment issues have been resolved by adding Power Pro and Tools & Safety categories to Attachment K to match the seven shop categories in SOW Section 1.3.3, with SOW paragraph 1.4.2.7 modified to address items applicable to multiple shops. Historical spend through COCESS over the last four fiscal years totaled approximately $10 million. No amendments to the SOW or drawings resulted from questions 1, 2, 3, 4, 5, and 6; question 8 resulted in SOW modifications and amendments.

QUESTIONS & ANSWERS MATRIX

Question/Comment Government Response (Govt Use Only)

Resulted in change of SOW or drawings?

(Govt Use Only)

Example:

Please confirm the submission requirement for the PPQ. Yes/No

What has been the historical spend through the COCESS over the last 4 years?

Approximately $10M over the last 4 Fiscal Years.

No

1.3.3 states: If a “Shop” identified below orders “any” item found in either the primary or alternate database, that item is considered a Pre-Priced Item. Does that mean that if the HVAC shop were to make a request for Gatorade, which can be found in the Grainger catalog, the Gatorade would be discounted?

Yes. If Gatorade can be found in the primary or alternated database identified in Attachment Y_Moody_PDC_Table, Gatorade would be discounted based on coefficient factor percentage.

No

This appears contrary to 1.3.3 as this section seems to define the catalog scope of what each shop will receive a discount on. i.e. the HVAC shop will receive a discount on HVAC items found in either catalog. Can you please clarify?

1.3.3 Specifically "If a "Shop" identified below

orders "any" item found in either primary or alternate database"…Which means "any" item, not only HVAC items.

Is the site visit on Monday or Tuesday? 13 April 2026 is a Monday. 14 April 2026 is a Tuesday. Site visit is on Monday, 13 April 2026. No

SF1449, Section 8

SF1449, Section 8

SF1449, page 24, section 1.3.1.1, 1.3.1.2, 1.3.1.3

SF1449 states the offer due date will be 25 Mar 2026 at 04:30 PM. SAM.gov states the “Solicitation and attachments will be accepted through 21 April 2026 at 4:30PM EST.” The date of 25 Mar 2026 is obviously incorrect. Should an amendment be issued to correct the Offer Due Date to 21 April 2026 at 04:30 PM EST? SF1449 will be amended. No

Assuming that SF1449, section 8 is amended to 21 April 2026, with a site visit scheduled 13/14 April 2026, with questions to be submitted by 15 April 2026 and a performance to commence on or about 1 May 2026; Does the Government have concerns that there will not be adequate time to answers questions, issue any amendments, review proposals, and have legal approve an award within a 8 work day time period before performance is expected to commence?

The Government understands the very short timelines and will proceed with the posted dates. No

SF1449 sections state that “All documents shall be submitted in .pdf format.

However, Attachment Y - Moody PDC Table and Attachment K - Moody Common COCESS Items Price List are both Excel files. Should these be converted to PDF files also? Particularly since Attachment K - Moody Common COCESS Items Price List is a multiple worksheet file.

All documents shall be sumbitted in .pdf format.

Excels shall be converted to .pdf files. No

Attachment Y – Moody PDC Table; Attachment K - Moody Common COCESS Items Price List; SOW, page 6, section 1.3.3

On Attachment Y, there are 7 categories to provide a discount on. Within the SOW, section

1.3.3 there are also 7 categories that specify that these categories are defined as “shops”. However, on Attachment K there are 5 product categories, not shops, that are used to calculate the Market Basket total and for use during the performance of the contract. The use of shops is ambiguous in determining product categories. Many of the products that Civil Engineers use for repairs are not used just by one shop, but multiple shops. For example: Viega ProPress fittings are used by Power Production, HVAC/Controls, and Utility.

Further, any interested party submitting will not be able to complete either attachment because the Categories do not match. If they do, then that leads to misunderstanding of the basic concept of the discount structure and a potential protest.

Power Pro, Tools & Safety have been added to attachment K which aligns with the SOW and PDC table. For items that carry over to multiple shops, the SOW has been modified to address this possibility in paragraph 1.4.2.7.
