About this opportunity

The U.S. Army Corps of Engineers, Huntsville Center (CEHNC) is conducting an Other Transactional Authority Request for White Papers for relocatable modular power generation and distribution systems, with white papers due October 16, 2026, at 1700 hours CDT. This is Amendment 3 to the solicitation.

Eligibility requires offerors to satisfy at least one criterion: significant participation by a nontraditional defense contractor or nonprofit research institution; all participants being small businesses; or at least one-third of project costs funded by non-federal parties. The Government anticipates multiple awards ranging from $55 million to $100 million under firm fixed price milestone agreements, with an estimated aggregate value of $1.2 billion. All solutions must be operational by February 28, 2028, assuming Notice to Proceed in first quarter fiscal year 2027.

CEHNC seeks standardized, factory-integrated, turnkey systems capable of supplying 18–22 megawatts peak load (Site A) or 13–15 megawatts (Site B) for 10–12 sites across the United States. Required specifications include diesel reciprocating engines with N+1 redundancy, SCADA controls per MIL-STD-3071, utility monitoring systems, fuel and diesel exhaust fluid storage for three-day operation, switchgear with distribution systems, voltage regulation within 2 percent, harmonic distortion not exceeding 5 percent, and transient load stabilization within six seconds. Optional deliverables include N+2 redundancy, load banks, and up to two years of operation and maintenance support.

White papers are limited to seven pages (five content plus two for schedule and acronyms). Offerors must include technical approach, manufacturing workflow, supplier identification, schedule with risk mitigations, Entity Qualifications certification, equipment cut sheets, and rough order of magnitude pricing using the provided template based on five sites per profile assumption. Amendment 3 updated the ROM pricing template and provided Government responses to industry questions as Attachment 3; no additional responses will be provided. All offerors must register at SAM.gov prior to award.

Other Transactional Authority Request for White Papers Modular Power Generation and Distribution. This is Amendment 3 to this Request for White Papers. Changes in this document from the last Amendment (Amendment 2) will be in RED text. This Amendment 3 also changes Attachment 2, which is now labeled Attachment 2 Updated ROM Pricing template and provides answers to industry questions, which is provided in Attachment 3 Responses to Questions. Response date remains 16 October 2026, 1700 hours CDT. We do not intend to provide additional responses to questions. Request offerors provide reasonable assumptions in providing the white paper.

The Department of Defense has an urgent, unmet requirement for relocatable Modular Power Generation and Distribution solutions. These systems are unique that must be capable of supplying and stabilizing large transient loads that are typically problematic for traditional power generation solutions. A solution is required at various locations across the 50 United States. Current operational sites lack the foundational power generation and distribution architecture necessary to support modern, power-intensive mission equipment. There is a critical need for these solutions to be implemented no later than 28 February 2028 to meet additional mission objectives.

The U.S. Army Corps of Engineers, Huntsville Center (CEHNC) has an ongoing mission to support requirements across the Department of War (DoW). CEHNC has been tasked to provide all manufacturing, procurement, shipping, delivery, installation, and testing of Modular Power Generation and Distribution Solutions for 10-12 sites in the 50 United States.


The purpose of Amendment 2 is to update the due date, update the submission process, and incorporate a Rough Order of Magnitude template as an attachment. The Government is working through the questions and will provide responses by Thursday, 1 October 2026.
