About this opportunity

U.S. Customs and Border Protection (CBP) is procuring Modular Mobile Surveillance Systems (M2S2)—advanced mobile surveillance platforms designed to detect, identify, classify, and track potential border crossing threats across diverse terrains. The M2S2 system will be mounted on a Government-furnished Ford F250 4X4 short bed truck and will feature sensor packages, mast systems, power subsystems, command and control capabilities, and AI-enabled autonomous detection and reporting functions to provide real-time situational awareness with detection ranges of 2-5 miles. Eligible vendors must have their M2S2 system on a GSA Multiple Award Schedule (MAS) under SIN 334220 to be eligible to submit quotes. The procurement will use a multi-phase Best Value Trade-Off evaluation approach, with Phase I focusing on technical evaluation of system overview and Technology Readiness Level (TRL) followed by an advisory down-select, and Phase II including vendor demonstrations, manufacturing facility visits for Manufacturing Readiness Level assessments, past performance evaluations, and price reasonableness analysis. The final RFQ was posted on GSA eBuy on April 21, 2026, with questions and comments due by April 29, 2026 at 5:00 p.m. Eastern, though the Government may or may not respond to inquiries received.

This procurement is not designated as a set-aside for any specific business category. No incumbent contractor or current vendor is identified in the pre-solicitation materials. The contract will be a multiple-award blanket purchase agreement with firm fixed price terms, consisting of one 12-month base period and four 12-month option periods for a total period of performance of five years. The acquisition schedule indicates Low-Rate Initial Production of approximately three units per vendor scheduled for delivery by November 2026, followed by five additional units per vendor by March 2027, with test and evaluation occurring December 2026 through May 2027, and Full-Rate Production call awards for approximately 18 units per vendor anticipated in June 2027. While specific dollar values are not disclosed in the pre-solicitation notice, the production schedule suggests a significant quantity commitment across multiple award recipients, with awards anticipated in November 2026.
