About this file

This is a Draft Acquisition Strategy for the Modular Mobile Surveillance System (M2S2) procurement by U.S. Customs and Border Protection (CBP). The acquisition will utilize a multiple-award blanket purchase agreement (BPA) with firm fixed price contracting for GSA schedule holders responding via eBuy. The period of performance consists of one 12-month base period and four 12-month option periods, totaling five years. The RFQ is scheduled for release in April 2026, with quotes due in May 2026. Award decisions will follow a multi-phase Best Value Trade-Off approach, with Phase I focusing on technical evaluation of the System Overview and Technology Readiness Level (TRL), followed by an advisory down-select. Phase II will include vendor demonstrations, manufacturing facility visits (Manufacturing Readiness Level assessments), past performance evaluations, and price reasonableness analysis. Technical factors are rated using a confidence scale (High Confidence, Some Confidence, Low Confidence, No Confidence), with past performance and price evaluated similarly.

The acquisition schedule indicates vendor demonstrations and facility visits occurring June through August 2026, with BPA awards anticipated in November 2026. Low-Rate Initial Production (LRIP) of approximately three units per vendor is scheduled for delivery by November 2026, followed by five additional units per vendor by March 2027. Test and evaluation will occur December 2026 through May 2027, with Full-Rate Production (FRP) call awards for approximately 18 units per vendor to follow in June 2027. Eligible vendors must maintain their M2S2 system on a GSA schedule to participate in this solicitation.
