About this file
This document is a Draft Vendor Proposed M2S2 Modularity Objectives document for U.S. Customs and Border Protection (CBP) outlining optional capabilities for a Modular Mobile Surveillance System (M2S2). The document provides nine detailed vendor response sections requiring descriptions of technical capabilities, including UAS detection and tracking, vessel detection, autonomous detection and reporting, equipment configurations, command and control integration, system meshing, logistics sustainment, and adaptability with other operational systems.
The associated federal contract opportunity indicates CBP plans to solicit the M2S2 requirement on GSA eBuy in the 2nd quarter of FY 2026, with a multiple-award blanket purchase agreement using hybrid firm fixed price and time-and-material pricing. The intended contract will have a 10-year period of performance (one 12-month base period and nine 12-month option periods), and potential bidders must have their M2S2 System on a GSA schedule to be eligible. Vendors are instructed to submit any questions or comments using a vendor questions template to USBPPMODM2S2@cbp.dhs.gov.

Vendor Proposed M2S2 Modularity Objectives
The Government has established a set of high-level objectives to address modularity with specific mission requirements and operational challenges. The Government is soliciting innovative and commercially available solutions from industry that effectively meet these objectives. The Government does not prescribe a specific solution or approach and recognizes that commercial industry may have capabilities, technologies, and methodologies not currently known to the Government. Therefore, this section invites Bidder’s to describe solutions leveraging commercial products, emerging technologies, and innovative practices.
These Objectives are Optional M2S2 capabilities and are not required. However, the Government will consider any proposed M2S2 modularity capabilities in the overall evaluation of the bidder’s quote.
Bidder’s shall, describe any M2S2 capabilities that fulfill or exceed the stated modularity objectives; utilize commercial off-the-shelf (COTS) or non-developmental items (NDI) where practicable; demonstrate innovation, efficiency, and cost-effectiveness; minimize development risks and lifecycle costs; and support timely implementation:
1. Bidder shall describe their M2S2 capabilities to detect, identify, and track UAS. The system shall be of sufficient accuracy to cue government-furnished counter UAS systems including electronic warfare systems and kinetic systems (e.g., interceptor drones). This shall include details on detection range, performance under various weather conditions, and capabilities for the types of UAS listed below:
· RF (Radio Frequency) Group 1 UAS: Small, low-altitude drones that rely on radio frequency signals and weigh less than 20 pounds
· RF Group 2 UAS: Small tactical aircraft weighing between 21 and 55 pounds that also rely on radio frequency signals
· Non-RF UAS: UAS that operate without emitting a detectable radio signal, applicable to both Group 1 and Group 2 UAS
· Ultralight UAS: Drones weighing less than one pound

2. Bidder shall describe their M2S2 capabilities to detect, track, and report on a vessel. They shall provide details regarding the detection range, the size of vessels that can be tracked, and the weather conditions under which these tasks can be performed.

3. Bidder shall describe their M2S2 capabilities with autonomous detection and reporting for UAS, vehicles, vessels, and other IoIs. Bidder shall describe the capabilities to do this with different environmental factors to include distance, time, temperature, weather, camera type, and other variables.
4. Bidder shall describe what additional equipment configurations are possible other than an integrated truck platform, to include possible trailer solutions, or the ability to transition to a mobile tower configuration. This should include different options for extended power options (operations greater than five days) and mast configurations.

5. Bidder shall describe what other command and control solutions are available that could integrate with the CBP systems to support the M2S2 METs. Contractors shall explain the potential for enhanced efficiencies across the field and how these systems enhance the CPB mission.

6. Bidder shall describe different system integration capabilities that include meshing to other M2S2 units and other USBP systems and surveillance towers. This shall allow for track information and other data to be passed between all systems.

7. Bidder shall describe and identify the system design and data that will enable transition from CMLS to organic or third-party logistics sustainment including all necessary training to perform depot and intermediate maintenance.
8. Bidder shall describe how their M2S2 can adapt to integrate with other command and control systems and Common Operational Picture systems.
9. Bidder shall describe any additional modularity capabilities provided by the bidder’s M2S2 that may be of interest to the government.
