About this opportunity
The Bureau of Reclamation is seeking contractor services to support improvements to operational assumptions within the CalSim 3 model and related operations analysis, with a focus on allocation, export, rescheduling, model efficiency, Cooperating Operations Agreement considerations, and Millerton operations logic. Quoters will be evaluated on technical approach, demonstrating understanding of the PWS and contractor experience with CalSim 3 modeling, CVP/SWP operations, and groundwater modeling; past performance; price reasonableness; and small business participation. The contract will be awarded to the responsible quoter whose quote is most advantageous to the government, considering price and other factors. Quotes are due by May 20, 2026 at 3:00 PM PDT and must be submitted electronically to Sherry Heibeck at sherry_heibeck@ios.doi.gov, with quoters required to be registered in SAM.gov with completed Representations and Certifications by the closing date.

Key deliverables include WRESL code development, interim and final models, post-processing tools, technical analyses, educational materials, and documentation to be provided through a secure online platform. Payment will be made through the Invoice Processing Platform (IPP) with supporting documentation for service performance, and the performance of services is expected to be based on the contractor's understanding of CalSim 3 operations and water resource engineering.
