About this file

This is a Small Business Subcontracting Plan template for solicitation 140R2026Q0024 issued by the Department of the Interior Bureau of Reclamation. The document is a template requiring offerors to submit a negotiated subcontracting plan upon request by the Contracting Officer, following the 15 elements mandated by FAR 52.219-9(d). The plan requires offerors to establish and report on subcontracting goals across multiple small business categories, including Small Business (SB), Historically Underutilized Business Zone (HUBZone) SB, Small Disadvantaged Business (SDB), Woman-Owned SB (WOSB), Veteran-Owned SB (VOSB), Service-Disabled Veteran-Owned SB (SDVOSB), and Indian Small Business Economic Enterprise (ISBEE) concerns. Goals and dollar values must be provided separately for the base contract period and each option period (up to four option years).

The plan template requires offerors to identify their appointed subcontracting plan administrator, describe the methods used to develop subcontracting goals and identify potential sources, detail efforts to ensure equitable opportunity for small businesses to compete, and establish procedures for maintaining compliance records. Key assurances include commitments to include FAR clause 52.219-8 in all subcontracts offering further subcontracting opportunities, submit periodic Individual Subcontract Reports (ISR) and Summary Subcontract Reports (SSR) through SAM.gov, cooperate with government studies and surveys, pay small business subcontractors on time, and make good faith efforts to use small business concerns identified in the bid or proposal. The plan was reviewed and approved by the Reclamation Field Small Business Specialist and the Contracting Officer (Sherry L. Heibeck) and must be submitted to the applicable SBA area office and Procurement Center Representative following contract award.

In accordance with FAR 52.219-9 Small Business Subcontracting Plan, the Offeror shall submit and negotiate a subcontracting plan upon request by the Contracting Officer. The subcontracting plan shall be negotiated within the time specified by the Contracting Officer.

This plan follows the format for addressing the fifteen elements required by Federal Acquisition Regulation (FAR) 52.219-9(d). Please be sure to address all fifteen elements.

Contractor: <insert contractor name> Address: <insert contractor address> Unique Identity Identifier (UEI): <insert contractor UEI number>

(1) TYPE OF PLAN

List the total estimated dollar value of all planned subcontracting (to all types of business concerns, both large and small). Select only one of the following:

☐ Individual Plan – A subcontracting plan that covers the entire contract period (including option periods), applies to a specific contract, and has goals that are based on the offeror’s planned subcontracting in support of the specific contract; except that indirect costs incurred for common or joint purposes may be allocated on a prorated basis to the contract. (This Contract Only)

Contract #/Solicitation # Total value of projected subcontracts (both large and small businesses):

Base Period: $ Total Contract Value (including options): $

☐ Master Plan – A subcontracting plan that contains all the required elements of an individual contract plan except goals and may be incorporated into individual contract plans; provided that the master plan has been approved.

Total projected sales: $ Total value of projected subcontracts (both large and small businesses): $ Subcontracts Represent ___% of Total Annual Sales

☐ Commercial Plan – A subcontracting plan (including goals) that covers the offeror’s fiscal year and that applies to the entire production of commercial items sold by either the entire company or a portion thereof, i.e. division, plant, or product line.

Total projected sales: $ Total value of projected subcontracts (both large and small businesses): $ Subcontracts Represent ____% of Total Annual Sales

(2) GOALS

State the percentage of total planned subcontracting dollars that will go to all Small Business (SB) concerns, Historically Underutilized Business Zone (HUBZone) SB concerns, Small Disadvantaged Business (SDB) concerns, Woman-Owned SB (WOSB) concerns, Veteran-Owned SB (VOSB) concerns, Service-Disabled Veteran-Owned SB (SDVOSB) concerns and Indian Small Business Economic Enterprise (ISBEE) concerns. For subcontracting dollars to count towards the ISBEE goal, firms must meet the definition of ISBEE in accordance with Department of Interior Acquisition Regulations (DIAR) 1480.201.

[NOTE TO THE OFFEROR/CONTRACTOR: For contracts containing options, the percentage goals and dollars must be shown separately for the basic contract period and for EACH option period.

All subcontracts that contribute to contract performance must be included, and a proportionate share of products and services that are normally allocated as indirect costs may be included.

Subcontracts awarded to an Alaska Native Corporation (ANC), or Indian tribe must be counted towards the subcontracting goals for SB and SDB concerns, regardless of the size or Small Business Administration (SBA) certification status of the ANC or Indian tribe.

If this is a Master Plan, this element does not apply.

If this is a commercial plan, change “Base Contract Year” to “Contractor’s Fiscal Year” and submit goals only for the contractor’s current fiscal year.]
