About this opportunity
The Department of the Army National Guard seeks eight mobile vehicle barrier systems, a transport trailer, and shipping costs, with quotations due August 18, 2026 at 10:00 AM EST. The procurement is a Total Small Business set-aside and is currently unfunded; no contract award will be made until appropriated funds become available.
Place of performance is Newburgh, New York. The government specifies the Rologard K2600 as the brand name requirement but will accept equal alternatives. Each barrier must be portable enough for a single Security Forces member to position without assistance and capable of being towed separately by ATV or RZR. Barriers must stop a vehicle weighing 15,000 pounds at 30 mph on any surface, accommodate mounting for signage and warning lights, and include the ability to mount ballistic shields rated up to .50 caliber rounds. The barriers are designed for rapid deployment during higher Force Protection Conditions or when a No-Drive Area is declared.
The NAICS code is 332999, All Other Miscellaneous Fabricated Metal Product Manufacturing, and the PSC is 5660, Fencing, Fences, Gates and Components. Quotations must remain valid through September 30, 2026. All quotes and supporting documents must be in English, with all line items priced; incomplete quotes will not be accepted. Quotations must be submitted in PDF format to kevin.fenner.1@us.af.mil. Evaluation criteria are price and technical capability to meet stated requirements. Final Q&As were received August 14, 2026.

Currently UNFUNDED. Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available.
Brand Name OR Equal - Rologard K2600 - Mobile Vehicle Security Barrier (8) each.
Government will accept an "equal" to the Rologard K2600. This is mentioned simply to help vendors understand exactly the type of mobile vehicle barrier system we are looking to procure.
* The portability of the barriers must be ideal for Security Forces members to be able to quickly deploy in the event the installation goes into a higher FPCON or if an NDA is declared.
* A single Defender must be able to move the barrier into place with ease, freeing others to provide cover or tend to other tasks.
* The barriers must be capable of being towed separately off a trailer by an ATV or a RZR that the 105 BDG has in its inventory.
* The barriers must be able to mount signage and lights to warn drivers of the road closure, preventing an accidental crash into them.
* Barriers must have the ability to have ballistic shields rated up to a .50 caliber round.
* Barriers must be capable of stopping a vehicle weighing 15,000 lbs. at 30 mph on any surface in the event a hostile actor tries to drive through them.
CLINS:
1. (8) each - Mobile Barriers.
2. Trailer to Transport Barrier Systems.
3. Shipping (delivery) costs (if any).
Basis of Award: IF FUNDED, the Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
(i) Price
(ii) Technical Capability of meeting the requirements of this solicitation and the attached statement of work.
Quotations are due 18 August, 2026 at 10:00AM EST. All quotes and associated supporting documents must be in English. All line items must be priced. Incomplete quotes will not be accepted.
All offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their quote as prescribed under RFO FAR 4.203-1(b). Failure to be registered at time of quote submission may deem the offeror’s quote to be considered non-responsive and eliminated from any further award consideration. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
