Quotations must be submitted in PDF format to kevin.fenner.1@us.af.mil by 10:00 AM Eastern on August 18, 2026. The procuring office will provide receipt acknowledgement. No amendments or changes have been issued as of the Q&A publication. Quotations must remain valid through September 30, 2026, while the requirement is currently unfunded. The Air Force clarified that there is no specific lane requirement or total linear footage specification for this barrier system. The barriers will serve as quick employment devices for temporary protection until existing barriers can be repositioned via forklift, with secondary use as traffic control devices for domestic operations where larger barriers are impractical.

FINAL Q&A’s for Portable Mobile Vehicle Barrier System

1. The exact email address or portal where quotations must be submitted. kevin.fenner.1@us.af.mil.

2. The required file format, naming convention, and maximum message or attachment size. PDF is fine.

3. Whether the stated deadline is 10:00 AM Eastern on August 18, 2026. Yes 10:00 am eastern on August 18th.

4. Whether your office will provide a receipt acknowledgement. Sure.

5. Whether any amendment or updated instruction has changed the requirements or submission process. No amendments or changes as of this email.

6. Whether quotations should remain valid for a particular period while the requirement is currently unfunded. Valid through 30 September 2026.

7. Could the base please clarify the required number of 12-foot lanes of coverage or the total linear feet of coverage required for this installation? This clarification will ensure that the specified quantity and configuration provide the required level of certified vehicle-barrier protection. We do not have a lane requirement for these barriers. Our intent is to use them as quick employment devices until a forklift can move our current barriers in place then repurpose them as needed. The other primary use will be traffic control devices if needed off installation for domestic operations where larger barriers are not practical.
