About this file

This is a Statement of Work for the procurement of portable vehicle barriers and a transport trailer for Stewart Air National Guard Base. The 105 BDG requires eight mobile vehicle barrier systems designed for rapid deployment by Security Forces members during higher Force Protection Conditions (FPCON) or when a No-Drive Area (NDA) is declared. Each barrier must be portable enough for a single defender to position without assistance, capable of being towed separately by ATV or RZR vehicles, and able to stop a 15,000-pound vehicle traveling at 30 mph on any surface. The barriers must accommodate mounting for signage, warning lights, and optional ballistic shields rated to .50 caliber rounds. The government has specified the Rologard K2600 as the brand name requirement but will accept equal alternatives.

The related solicitation (W50S8D26Q1CAT) issued by the Department of the Army National Guard requests quotes for eight mobile barriers, a transport trailer, and shipping costs, with quotations due by 18 August 2026 at 10:00 AM EST. The solicitation is currently unfunded, and no contract award will be made until appropriated funds become available. Award will be made to the responsible offeror whose quote is most advantageous to the government based on price and technical capability to meet the stated requirements. Storage for the barriers and trailer will be provided either near the 105 SCS/S4 warehouse or at an alternate location to be determined. Quality assurance will be performed by a 105 SCS representative upon delivery, with completion occurring once the barriers and trailer enter 105 SCS inventory.

STATEMENT OF WORK

l. DESCRIPTION OF SERVICES: Procure portable vehicle barriers to utilize as part of Installation Barrier Plan and if an NDA is declared to control vehicle access.

2. LOCATION: Anywhere on Stewart Air National Guard Base to limit vehicle traffic and anywhere an NDA is declared.

3. PROJECT DESCRIPTION: Procurement of vehicle barriers and a trailer to transport them. The portability of the barriers must be ideal for Security Forces members to be able to quickly deploy in the event the installation goes into a higher FPCON or if an NDA is declared. A single Defender must be able to move the barrier into place with ease, freeing others to provide cover or tend to other tasks. The barriers must be capable of being towed separately off a trailer by an ATV or a RZR that the 105 BDG has in its inventory. The barriers must be able to mount signage and lights to warn drivers of the road closure, preventing an accidental crash into them. The ability to have ballistic shields rated up to a .50 caliber round attached if that is requested at a later date is a need to protect our defenders if they are fired upon. These barriers must be capable of stopping a vehicle weighing 15,000 lbs. at 30 mph on any surface in the event a hostile actor tries to drive through them.

4. STORAGE AND PARKING: Storage is available if the barriers needs to be out of the elements. The trailer will be parked either near the 105 SCS/S4 warehouse or at another location determined at a later time.

5. PROJECT SCHEDULE: N/A.

6. WORKMANSHIP: The manufacturer will provide the barriers and trailer.

7. QUALITY ASSURANCE: A 105 SCS representative will inspect the barriers and trailer upon delivery.

8. COMPLETION OF WORK: Once the barriers and trailer are in the 105 SCS inventory.
