About this opportunity
The Department of the Interior, Bureau of Reclamation seeks nine to ten mobile transformer oil dry-out purification systems with enclosed trailers, with quotes due August 11, 2026 at 5:00 PM PT. This procurement is a women-owned small business set-aside, restricting competition to certified WOSB concerns.
Place of performance and delivery is Grand Coulee, Washington (Grand Coulee Power Office, HWY 155, Warehouse B, Door 6). The specification calls for the brand-name High Purity Northwest Thermo-Vac Mini-MOPS System (model HPNWMOPSTVG1-10-480V-VFD-64KW-DSA40-2/SS518/HR), a compact portable system capable of online and offline transformer oil purification and vacuum dehydration. The system must remove free, emulsified, and dissolved water to below 10 parts per million, process transformer oil at a minimum of 10 gallons per minute, service transformers containing 150 to 8,000 gallons, reduce moisture from 100 ppm to 10 ppm or less per IEEE C57.106-2002, and restore dielectric strength to at least 30kV/52kV per ASTM D1816. Additional requirements include 3-phase 480V 60Hz electrical connections, UL-listed NEMA 3-rated control enclosures, 304 stainless steel minimum for vacuum chamber, continuous unsupervised operation for minimum 24 hours, automated safety shut-offs with audible and visible alarms, and operation in extreme environmental conditions from -15°F to 120°F. Delivery is required by August 31, 2027. NAICS code is 333998 with a 700-employee size standard. Evaluation is based on price alone, with award to the responsible offeror whose conforming quote is most advantageous to the government. Quotes must be submitted via email to Donald Richer at donald.richer@ios.doi.gov and remain valid for 60 days. Offerors must be registered in SAM.gov by the closing date.
