About this file
This is a Justification and Approval for Other Than Full and Open Competition document for solicitation 140R1726Q0033 issued by the U.S. Department of Interior, Bureau of Reclamation, Columbia-Pacific Northwest Region located in Grand Coulee, Washington.
The procurement is for nine (9) Transformer Oil Dry Out Purification systems, specifically the Thermo-Vac Mini-MOPS model HPNW-MOPSTVG1-10-480V-VFD-64KW-DSA40-2/SS518/HR manufactured by High Purity Northwest. This is a brand-name acquisition using firm-fixed price contracting with 2026 funds. The Grand Coulee Power Office currently operates nine identical units and requires expansion to 18 total units to support increasing operational demands. These systems filter transformer oil and remove moisture through vacuum dehydration to maintain electrical insulation integrity and extend transformer operational lifetime. The estimated delivery timeframe is 9-12 months after receipt of order. The justification for brand-name competition is based on 41 U.S.C. 3304(a)(1) under FAR 6.103-1(d), citing the necessity of identical operational characteristics across all units to safely operate multiple purifiers in parallel configuration, consistent performance parameters, compatibility with GCPO-fabricated manifolds, and existing staff training and maintenance procedures. Market research identified two interested contractors: Meltar Supply and Sheyene Technology. The requirement will be set aside for Women-Owned Small Businesses (WOSB) under NAICS code 333998. The contracting officer is Jeri L. Wahl, and the document is signed by Lance Fleming, Chief of the Contracting Office, dated July 17, 2026.

JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN
COMPETITION
Updated IAW Revolutionary FAR Overhaul 6 and DOI-AAAP-F006 Updated IAW Revolutionary FAR Overhaul 13 and DOI-AAAP-F013
In accordance with Revolutionary FAR Overhaul 6.103, the proposed contractual action is pursuant to the statutory authority identified in paragraph 4. This template is required for actions over the Simplified Acquisition Threshold (unless the procurement is acquired as a sole source IAW GSAM/R 538.7104-3 or is an Exception to Fair Opportunity IAW FAR 16.505(b)(2)).
1. Agency and Contracting Activity (FAR 6.104-1(a)(1)). U.S. Department of the Interior, Bureau of Reclamation, Columbia-Pacific Northwest Region, Team 2, Services- Supply, Hwy 155, PO Box 620, Grand Coulee, Washington 99133
2. Nature/Description of Action (FAR 6.104-1(a)(2)). This justification is only for a brand name acquisition. The type of contract will be firm-fixed price, 2026 funds will be utilized.
3. Description of Supplies/Services (FAR 6.104-1(a)(3)). The Department of Interior, Bureau of Reclamation, has a requirement for nine (9) Transformer Oil Dry Out Purification systems. The Grand Coulee Power Office (GCPO) currently has nine (9) High Purity Northwest systems, Thermo-Vac Mini-MOPS HPNW-MOPSTVG1-10- 480V-VFD-64KW-DSA40-2/SS518/HR. Due to increasing operational demands there is a need to expand the fleet from 9 to 18 units. These systems filter transformer oil, which is critical to maintaining the electrical insulation of the windings, and removing contaminants to keep transformers safe to operate. Moisture in transformer oil poses a major risk to transformer longevity, entering through leaks and from the breakdown of internal cellulose insulation. The system uses vacuum dehydration to reduce moisture in the oil. Because these systems are more effective than previous systems, they are extending the operable lifetime of the transformers by improving the quality of the maintenance performed. The estimated cost of this procurement is with a delivery time of 9-12 months ARO.

5. Demonstration of Contractor’s Unique Qualifications (FAR 6.104-1(a)(5)).
This is a brand name requirement for an oil purification system manufactured by High Purity Northwest.
This requirement is utilizing the same brand name and model as the existing fleet of units at GCPO. Thermo-Vac Mini-MOPS HPNW-MOPSTVG1-10-480V-VFD-64KW-DSA40-
2/SS518/HR.
Utilizing identical units will ensure safe, reliable, and technically compliant operation during transformer maintenance activities. GCPO’s transformer oil processing program depends on the ability to operation multiple units in parallel on a single transformer to achieve required processing rates and outage reduction goals. This method only functions safely and effectively when all units exhibit identical operational characteristics for:
• Discharge pressure
• Vacuum characteristics
• Flow rate capabilities
• PLC-based system utilizing a Programmable Logic Controller with safety system functions
These parameters must match exactly across all units. Variations between different manufacturers or models introduce unequal performance, unbalanced parallel operation, and potential for unsafe conditions. Identical units are therefore mandatory to maintain synchronized, predictable, and safe system operation.
GCPO’s mission-critical operational needs are based on oil contamination levels, transformer size (2,000-16,000 gallons), and whether operating online or offline. Identical units provide consistent performance across all transformers. Also, multi-parallel processing operations allow doubling or quadrupling of processing rates (up to 40 GPM) which is essential to maintain outage schedules during generator maintenance.
These units are identical to the existing systems at GCPO. GCPO developed specific manifolds to tie multiple individual purifiers together in parallel for seamless operation of matching systems. The introduction of non-identical equipment would prevent proper functioning of these manifolds, risk pressure imbalance during parallel operation and reduce system reliability and increase downtime. Maintaining brand-name uniformity ensures seamless integration and predictable system behavior. developed the manifolds in house to tie multiple HPNW individual purifiers together in parallel. Actual fabrication was performed in house at GCPO

GCPO personnel are already trained and qualified in operation, maintenance, and repair of the existing brand name systems. Acquiring identical units:
• Preserves established maintenance and safety procedures
• Eliminates need for additional training and qualification
• Reduces the risk of operator error due to mixed equipment configurations
• Maintains current parts, consumables, and repair inventories with no risk of misuse or misapplication of incompatible components
Standardizing the same brand and model mitigates these risks and supports GCPO’s mission of ensuring reliable transformer performance and minimizing outage durations.
