About this opportunity

The Defense Commissary Agency (DeCA) intends to solicit approximately 550 rugged mobile thermal printers and associated technical engineering services to support its Perpetual Inventory application across 235 global commissary locations, with a capability statement response due by August 7, 2026.

No set-aside applies. Delivery locations span CONUS and OCONUS regions (Europe, Turkey, South Korea, Guam, and the Pacific), with all hardware shipped FOB Destination and the contractor bearing shipping, freight, and customs clearance costs.

The specification calls for Zebra ZQ620 Plus or equivalent direct thermal mobile devices configured as a complete Power Supply Kit, 100% Trade Agreements Act compliant, supporting simultaneous Wi-Fi (802.11ac/Wi-Fi 6) and Bluetooth 5.2 with federal-grade wireless security (WPA3 Enterprise, FIPS 140-2 compatible, signed firmware). Hardware delivery is phased at approximately 75 units per month beginning upon award, with the first five units retained by the contractor for integration testing.

The contract includes a 12-month base year with standard warranty and four optional 12-month renewal periods featuring Zebra OneCare Select or equivalent advance-exchange support. OCONUS serial numbers route to regional depots (Netherlands and Singapore/Tokyo) with next-business-day (CONUS) or 3-day (OCONUS) advance-replacement delivery; OCONUS repairs do not return to the United States.

Technical engineering services require custom Android software integration using Zebra Link-OS SDK, Zebra Programming Language (ZPL) label definitions for 3"x5" perforated direct thermal media, barcode compatibility (UPC-A, EAN-13, JAN-13, compressed 6/7/8, and random-weight case meat formats), and delivery of a compiled SOTI-ready Android .APK package for DeCA's native Android JAVA/Kotlin Store Inventory App. DeCA provides five Zebra TC72 handhelds and five printers for development and QA testing.

Respondents must submit a capability statement not exceeding five pages, including CAGE Code, SAM UEI, business size and socioeconomic status, technical capability description, pre-existing government contract vehicle availability, and informal 5-year pricing for hardware, technical engineering services, and four annual maintenance and support option years.
