About this file
This is a Sources Sought / Request for Information (RFI) issued by the Defense Commissary Agency (DeCA), a component of the Department of War, for market research purposes only and does not constitute a solicitation or promise of future award.
DeCA seeks qualified vendors to supply approximately 550 rugged mobile thermal printers and provide associated Technical Engineering Services (TES) to support its Perpetual Inventory (PI) application across 235 global commissary locations. The target hardware is the Zebra ZQ620 Plus or equivalent direct thermal mobile device, configured as a complete "Power Supply Kit" including the printer, rechargeable battery, plastic swivel belt clip, USB data communication cable, AC Power Supply Adapter, and US line cord. All hardware must be 100% Trade Agreements Act (TAA) compliant and support simultaneous Wi-Fi (802.11ac/Wi-Fi 6) and Bluetooth 5.2 connectivity with federal-grade wireless security protocols (WPA3 Enterprise, FIPS 140-2 compatibility, and signed firmware). Deliveries must be shipped FOB Destination to all 235 commissary locations including OCONUS regions in Europe, Turkey, South Korea, Guam, and the Pacific, with the contractor bearing all shipping, freight, and customs clearance responsibilities. Hardware delivery shall be phased at approximately 75 units per month beginning upon award, with the first five units retained by the contractor for integration testing.
The contract structure includes a 12-month base year with standard warranty support and four (4) optional 12-month renewal periods featuring Zebra OneCare Select (Advance-Exchange) or equivalent premium support. OCONUS serial numbers must be mapped to regional international depots (Netherlands and Singapore/Tokyo) with next-business-day (CONUS) or 3-day (OCONUS) advance-replacement delivery and pre-paid return shipping; OCONUS repairs cannot be shipped to the United States. The TES requirement mandates the vendor develop custom Android software to integrate Zebra Link-OS SDK libraries, create Zebra Programming Language (ZPL) definitions for 3"×5" perforated direct thermal labels, ensure barcode compatibility (UPC-A, EAN-13, JAN-13, Compressed 6/7/8, and random-weight case meat barcodes), and deliver a compiled SOTI-ready Android .APK package targeting the current production version of DeCA's native Android JAVA/Kotlin Store Inventory App. The Government will provide five (5) Zebra TC72 HHTs and five (5) printers for development and QA testing in the contractor's local sandbox environment, with final acceptance requiring 100% reliable Bluetooth/Wi-Fi pairing, verified ZPL formatting on physical media, and verified barcode readability. Interested vendors must submit a capability statement (not exceeding 5 pages) including company profile, CAGE Code, SAM UEI, business size/socioeconomic status, technical capability description, pre-existing government contract vehicle availability, and informal non-binding 5-year ROM pricing for hardware (CLIN 0001), Technical Engineering Services (CLIN 0002), and four annual maintenance and support option years (CLINs 1001, 2001, 3001, 4001).

1.0 BACKGROUND & OBJECTIVE
This is a Sources Sought / Request for Information (RFI) only. This notice is issued solely for information and market research planning purposes and does not constitute a solicitation or a promise to issue a solicitation in the future.
The Defense Commissary Agency (DeCA) is a component of the Department of War (DoW) that provides enterprise-wide mission support to all U.S. uniformed services, including the Army, Marine Corps, Navy, Air Force, Space Force, and Coast Guard, in both continental United States (CONUS) and outside of the continental United States (OCONUS) locations. DeCA’s mission is to deliver a vital benefit of the military compensation package that improves quality of life and readiness by providing grocery items at significant savings to military personnel and their families, enhancing their quality of life and readiness. DeCA operates a global system of 235 commissaries across 45 states, 13 countries, and two United States (U.S.) territories, with approximately 3,000 checkout lanes.
DeCA requires approximately 550 rugged mobile thermal printers to replace legacy, unsupported PB22 devices. These printers will support our Perpetual Inventory (PI) application across 235 global commissary locations. The PI application currently resides on Zebra TC72 Android Handheld Terminals (HHTs).
DeCA is seeking potential sources capable of delivering the required hardware and providing the associated Technical Engineering Services (TES) to modify, integrate, and support the mobile printer solution within our existing custom Android-based Store Inventory App (SIA).
2.0 LOGISTICS, SHIPPING, & HARDWARE REQUIREMENTS (QTY: 550)
Interested vendors must demonstrate the capability to supply and support the following hardware package:
Target Model: Zebra ZQ620 Plus (or equivalent direct thermal mobile device).
Configuration: Each unit must be a complete "Power Supply Kit" including the printer, one (1) standard rechargeable battery, one (1) plastic swivel belt clip, one (1) USB data communication cable, and the AC Power Supply Adapter and US line cord (to support standalone 1x1 store charging).
Trade Compliance: All hardware must be 100% Trade Agreements Act (TAA) Compliant (U.S.
or Designated Country end products only).
Network & Wireless Security: Printers must supply simultaneous Wi-Fi (802.11 ac / Wi-Fi 6 and Bluetooth 5.2 Connectivity). Devices must support federal-grade wireless security protocols (including WPA3 Enterprise, FIPS 140-2 compatibility, and signed firmware).
FOB Terms & Distribution: All deliveries must be shipped FOB Destination directly to DeCA’s 235 individual commissary locations (including OCONUS regions in Europe, Turkey, South Korea, Guam, and the Pacific). The Contractor shall bear all shipping, freight, and host-nation customs clearance responsibilities.
