About this opportunity
The Air Force Installation Contracting Agency, through Air Force Medical Command (AFMEDCOM), is seeking information on Mobile Oxygen Storage Tank (MOST) systems to support medical care in remote and deployed military environments. The MOST is a mobile, medical-grade oxygen storage and delivery system designed for use in Expeditionary Medical Support (EMEDS) and En-Route Patient Staging System (ERPSS) facilities. Key technical requirements include a storage capacity of 10,000 liters of gaseous oxygen at 2250 psi, a weight under 250 pounds, dimensions of 40 x 30 x 16 inches, operational capability in temperatures ranging from -40°F to 140°F, and adjustable oxygen flow regulators capable of delivering 0-15 liters per minute. The evaluation will focus on manufacturers' technical capabilities to meet these specifications, with respondents encouraged to submit information even if their systems do not fully comply with all requirements, as trade-off considerations are welcome. The response deadline is December 14, 2025, with a final date for questions and answers on December 3, 2025.
This Pre-Solicitation Notice does not include a set-aside designation for any particular business category, though both large business concerns and all categories of small businesses are encouraged to respond. No incumbent contractor or award value has been identified at this stage of the procurement process. The MOST must support a 24-hour mission using seven or fewer containers and demonstrate a 15-year service life with 95-98% operational availability. Additional specifications include three 20-foot oxygen delivery hoses, ballistic and fragmentation resistance testing, hydrostatic testing every five years, and manufacturer support for parts and repairs for 7-8 years from the last system sold. The procurement is classified under NAICS codes ECX (Cylinder, Compressed Gas, and Valve) and CAN (Regulator, Pressure, Gas Cylinder), with PSC code 6515 for Medical and Surgical Instruments, Equipment, and Supplies.
