This is a Total Small Business set-aside, specifically Women-Owned Small Businesses (WOSB) with 100% set-aside designation.

Place of performance and delivery is Fort Harrison, Montana. The system must be portable, transportable via standard military and commercial means, compartmentalized in rugged transit cases with setup and teardown time not exceeding 30 minutes, and operable on standard 110V electrical power. It must provide short-throw projection (ten feet or less) for indoor use and comply with TC 3-20.40 Table II requirements for Preliminary Live Fire Simulations, with positive written assessment or approval from the National Guard Bureau Soldier Training Support Program, Maneuver Center of Excellence, or equivalent Program Executive Office. Required weapons include minimum two each of M17 Dry Fire and Recoil replicas, four each of M4 Recoil and M17 Recoil replicas, two M249 Recoil replicas, magazines, and one air refill station; all weapons must be untethered. Delivery is required within 90 calendar days of award. The contract includes one mandatory line item for the simulator system, one mandatory line item for minimum eight hours of in-person training covering operation, scenario setup, data capture and export, troubleshooting, and maintenance, and one optional line item for six additional systems. The maximum allowable quantity is seven systems total. Options are exercisable within 180 days of award, with Government expectation to exercise at time of award. Award will be made to the responsible offeror providing best value. Evaluation weighs Technical Capability (specifications, delivery timeline, applications and scenarios, transportability, system expandability, warranty and support), Past Performance (recency, relevancy, performance ratings, military customer feedback), and Price. A minimum five-year warranty covering all hardware and software components is required, including repair and replacement of defective components, software updates and patches, and technical support with reasonable response times.
