White Paper Submission Requirements Summary
This document specifies submission requirements for white papers under MDA Solicitation No. HQ0860-26-S-C006 for the Mobile Integrated Launch Capability (MILC) development program. Unclassified white papers must be submitted via email to mda.schriever.ics.mbx.tc-futureacquisitions@mail.mil with subject line "HQ0860-26-S-CXX, Prime Offeror Name, MILC WP" in Microsoft Word or Adobe PDF format with a 10MB email size limit. Controlled Unclassified Information (CUI) submissions require a DoD SAFE link obtained by email request, while Secret white papers require separate submission instructions and must include an Unclassified Title Page; Secret papers may be delivered via SIPR, courier, or mail (hard-copy only, no removable media). All submissions must be uncompressed and unencrypted. White papers must address the entire proposed period of performance for both phases of MILC development, detailing technical approach, design and prototyping capabilities, test plans, schedule, and rough order of magnitude costs.
White paper content must include six required sections: a Title Page (not counted toward page limits), an Executive Summary and Program Description each limited to a combined 10 pages using 8.5 x 11 inch letter size with one-inch margins and 12-point font, a Program Plan and Milestone Chart describing management approach and critical path activities, a Description of Relevant Prior Work including personnel resumes, and Rough Order of Magnitude tables providing cost breakouts by task and phase plus future production cost estimates for limited and full-rate production. The Title Page must display specific information including offeror name and business type, CAGE code, white paper number, proposed contracting authority (FAR Part 35 Broad Agency Announcement or Other Transaction for Prototype authority under 10 U.S.C. § 4022), recommended award type, and contact information for technical and contracting representatives. The Program Description should emphasize demonstrated capabilities of critical technologies, integration into complete launch systems, open system architecture approach, key milestones and data deliverables, major test elements, and facility requirements including capability to protect CUI and classified information.

White papers submitted under this solicitation must adhere to the following requirements or they may be considered ineligible for award.
A. White Paper Submission
Unclassified white papers should be submitted via email to mda.schriever.ics.mbx.tc-futureacquisitions@mail.mil. The subject line of the email submission must read “HQ0860-26-S-CXX, Prime Offeror Name, MILC WP.” The white paper must be submitted in Microsoft Word or Adobe PDF format and included as an attachment to the email. The email size limit is 10MB.
For Controlled Unclassified Information (CUI) white papers, email mda.schriever.ics.mbx.tc-futureacquisitions@mail.mil to request a DoD SAFE link for submission. The white paper must be submitted electronically in Microsoft Word or Adobe PDF format.
For Secret white papers, email mda.schriever.ics.mbx.tc-futureacquisitions@mail.mil requesting instructions for submission. All Secret white papers must contain an Unclassified Title Page. Secret white papers may be delivered via SIPR, courier, or mail.
If delivered by courier or mail, only hard-copy documents will be accepted (no removable media -- CDs, DVDs, hard-drives, USBs, etc.).
DO NOT SEND compressed (zipped) files and/or password-protected files.
B. White Paper Content
White papers should detail the technical approach, design and prototyping capabilities, test plans, schedule, and rough order of magnitude (ROM) cost to complete both phases of the Mobile Integrated Launch Capability (MILC) development. Offerors should describe the design concepts to be considered with the expected approximate system performance and unit costs.
White papers must include the following:
1. Title Page
2. Executive Summary
3. Program Description
4. Program Plan and Milestone Chart
5. Description of Relevant Prior Work
6. Rough Order of Magnitude (Attachment 3b)
The Executive Summary and Program Description are limited to 10 pages. The white paper should be letter size (8.5 x 11 inches), have one-inch margins on all sides, and use a 12-point mailto:mda.schriever.ics.mbx.tc-futureacquisitions@mail.mil mailto:mda.schriever.ics.mbx.tc-futureacquisitions@mail.mil mailto:mda.schriever.ics.mbx.tc-futureacquisitions@mail.mil mailto:mda.schriever.ics.mbx.tc-futureacquisitions@mail.mil

2. Executive Summary (included in the page count): Summarize the proposed objectives and plans to develop a MILC which leverages innovative approaches and performance trades to reduce cost and schedule while providing substantial benefits to the Missile Defense System.
Include the characteristics of the system to be developed and the expected maturity at the end of each phase.
3. Program Description (included in page count): Describe the techniques, methods, materials, and technologies that will be utilized in the development and testing of the MILC design. Discuss the demonstrated capabilities and maturity of the critical technologies and subsystems to be leveraged and how they will be integrated into a complete launch system.
Describe the work to be completed in each phase and the expected maturity of the design at each milestone. Describe the approach to be taken with the open system architecture and what will be required to integrate the complete MILC into existing missile defense systems. Describe key milestones and data deliverables for each that will support mission performance analysis and follow on acquisition decisions. Describe the major test elements and schedule required to support MILC development. Demonstrate the capability to complete all objectives according to the required schedule. Describe the facilities that will be used and the approach to safeguard and execute the tasks described, including the ability to protect controlled unclassified information (CUI) and classified data, as applicable to the development. The effort shall be segmented into logical tasks and be clearly severable between phases.
Identify the type of support, if any, the offeror requests of the Government, such as facilities, equipment, demonstration sites, test ranges, software, personnel, or materials. Offerors should indicate any Government coordination that may be required for obtaining equipment or facilities necessary to perform any simulations or exercises that would demonstrate the proposed capability.
4. Program Plan and Milestone Chart (not included in page count): Describe, in detail, the management plan, technical objectives, and how the proposed project will be executed.
Milestones should indicate when specific objectives are expected to be met in the overall schedule of the program and should identify the specific accomplishments necessary to proceed on to the next task. Describe, in detail, the critical path of activities for the entire project.
