About this file
This document is an attachment to a solicitation that outlines requirements for Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO)-based procurement contracts for the MDA Mobile Integrated Launch Capability program (Solicitation No. HQ0860-26-S-C006). The solicitation is issued under RFO 6.101 for competitive selection of white papers and constitutes full and open competition compliant with the Competition in Contracting Act of 1984.
Eligible offerors may propose subcontracting and teaming arrangements, with the expectation that the prime offeror leads and performs at least 50% of the effort by cost. MDA will consider all contract types recommended by offerors, including fixed price and cost reimbursement arrangements. For cost reimbursement contracts, successful offerors must possess an adequate accounting system, and the Government will conduct cost realism and price reasonableness determinations prior to award. Offerors selected for Step-Two evaluation must comply with multiple requirements including: submission of Government Purpose Rights assertions for technical data and computer software developed with Government or mixed funding using DFARS RFO 252.227-7992; completion of MDA Form DA-78-F2 for Organizational Conflict of Interest analysis; submission of a Small Business Subcontracting Plan if applicable; and submission of fully disclosed cost proposals with certified cost and pricing data for proposals exceeding the current Truthful Cost or Pricing Data threshold. Additionally, all contractors must comply with safeguarding covered defense information requirements, including cybersecurity maturity model certification level requirements and NIST SP 800-171 DoD assessment requirements, with full regulatory text available at the specified acquisition.gov and defense acquisition websites.
