About this opportunity
The Department of the Air Force's Mobile Command and Control Systems (MC2S) Branch is conducting market research through this Request for Information (RFI) to identify potential contractors capable of acquiring and sustaining mobile Command and Control systems for the U.S. Air Force and Department of Defense. The RFI seeks contractor capabilities across five primary technical and program management areas: mission-specific design, integration, production, and sustainment of mobile C2 systems-of-systems; system sustainment including depot maintenance, field-level repairs, and training development; facility and security qualifications with appropriate cleared facility levels and secure communications; and classified contract performance history. Key technical areas of interest include systems engineering and systems-of-systems integration, EMP hardening per MIL-STD-188-125, mobile and transportable power generation and HVAC systems, water purification systems, satellite communications, and radio systems across multiple frequency bands. Interested contractors must submit responses by May 19, 2026, limited to 20 pages of original text or organizational materials, and may identify proprietary information for protection. A classified Industry Day is notionally planned for mid-July at Hanscom Air Force Base in Bedford, Massachusetts, offering one-on-one session opportunities with Air Force representatives.
This is a pre-solicitation notice and Request for Information only, with no set-aside designation applied. The Air Force has not committed to issuing a formal RFQ or RFP, nor has it made any commitment to procure services, and respondents should not expect feedback on submissions or guaranteed meetings with government representatives. No specific award value, budget range, or incumbent contractor information is provided in this RFI. The government emphasizes that this market research effort is subject to change and not binding, and the Air Force will use the information gathered to facilitate future competition planning. Respondents must provide standard company information including CAGE code, NAICS codes, business size designation, and facility clearance levels to demonstrate their qualifications.
Notice text
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. It does not constitute a request for quote (RFQ) or request for proposal (RFP), or a promise to issue an RFQ or RFP in the future. The information provided in the RFI is subject to change and is not binding on the Government. The Air Force has not made a commitment to procure any of the services discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
Respondents are advised that the U.S. Government is under no obligation to provide feedback with respect to any information submitted. Air Force representatives may or may not choose to meet with interested vendors. Such discussions would only be intended to get further clarification of potential technical capability to meet the requirements, especially any development and certification risks.
The Air Force seeks information on the capabilities of interested contractors in the technical and program management areas, described in the attachment, to facilitate Market Research for an intended competition.
Mobile Command and Control Systems (MC2S) Branch has the responsibility of acquiring and sustaining mobile C2 systems in support of the U.S. Air Force and Department of Defense. The MC2S Branch is conducting market research through this RFI.
