About this opportunity

The U.S. Army Corps of Engineers, Portland District, is issuing a Sources Sought Notice to identify qualified vendors capable of supplying Mobil DTE Heavy ISO VG 100 turbine oil for the Bonneville Powerhouse 2 facility. This notice is strictly informational and does not constitute a formal solicitation or request for proposals. Interested firms must submit capability statements by March 13, 2026, demonstrating their ability to meet all requirements outlined in the Statement of Work and UFGS 48 06 15.02 00 specifications, including delivery timelines and quality assurance standards. The procurement emphasizes strict adherence to brand-specific requirements, comprehensive ASTM testing protocols, and rigorous quality control measures to ensure compatibility with existing turbine systems. Vendors should address their relevant experience, business size, DUNS/UEI number, and estimated lead time for delivery in their submissions, with inquiries directed to Consuelo J. Kiser at consuelo.j.kiser@usace.army.mil.

The procurement involves no set-aside designation and represents a continuation of previous supplier relationships, as the Government previously procured this oil from a Mobil Oil distributor under contract W9127N16P0123. The contract requires delivery of 3,000 gallons of turbine oil within four weeks of award to Bonneville Lock and Dam in Cascade Locks, Oregon, with the contractor responsible for temporary onsite storage, secondary containment, and up to three weeks of holding time pending Government laboratory testing and approval. The contractor must provide bulk delivery services, maintain certified clean tanks, and submit two 1-gallon samples from each tank with complete chain-of-custody documentation and truck cleanliness certification. If delivered oil fails to meet specifications or compatibility requirements, the contractor bears all costs for removal, disposal, and replacement within three months of initial delivery. This reserve supply is intended to support eight to ten years of operational needs without requiring additional orders and to enable rapid recovery in the event of major turbine failure.
