About this file
This is a Purchase Description for the U.S. Army Corps of Engineers (USACE) Bonneville Lock and Dam, NWP Portland District, for turbine oil replenishment at Powerhouse 2.
The procurement requires delivery of 3,000 gallons of Mobil DTE Heavy ISO VG 100 turbine oil (Item/Model #100099 DTE Heavy ISO VG) within 4 weeks of award. The contractor must provide bulk turbine oil delivery, pickup, and storage in a certified clean tank for 14 days with secondary containment set up onsite, with any additional on-site tank storage charged per day beyond the initial 14-day period. The oil is specifically required to match existing oil currently in use on all power generation turbines in Powerhouse 2, which was previously purchased from a Mobil Oil distributor under contract W9127N16P0123. Use of any alternative oil brand will void warranties on both new and existing oils and requires extensive compatibility testing. This reserve supply is intended to support 8-10 years of operation without reorder and to enable rapid recovery in the event of major turbine failure resulting in significant oil loss. Delivery must occur Monday through Thursday between 7:00 a.m. and 4:00 p.m., excluding federal holidays, to Bonneville Lock and Dam, Interstate 84 Exit 40, NE Bonneville Way, Cascade Locks, OR 97014. Invoices should be submitted to the USACE Finance Center in Wilmington, Tennessee, with electronic copies to designated USACE personnel. Points of contact include delivery coordinators Roger Montavon and Ami Felt, Contracting Officer Suzane W. Hunt, and Contract Specialist Consuelo Kiser.

NWP Portland District Purchase Description Bonneville Lock and Dam
PH2 Turbine Oil
1. GENERAL.
The U.S. Army Corps of Engineers (COE), Bonneville Lock and Dam requires the purchase of (3000 gallons) Mobil DTE Heavy ISO VG 100 turbine oil to replenish Powerhouse 2 turbine lubrication oil reserves. This purchase will allow Bonneville Lock and Dam to maintain an adequate quantity of reserved turbine oil for Powerhouse 2 to operate without reorder for another 8-10 years. In the event a major failure occurs and results in a loss of large quantity of turbine oil, this purchase would allow Bonneville Lock and Dam to maintain enough oil to recover full use of turbines in Powerhouse 2, preventing forced unit outages.
1.1 Background
Bonneville Lock & Dam requires the Mobil DTE Heavy ISO VG 100 turbine oil brand to match the existing oil currently being used on all power generation turbines in Powerhouse 2. Existing turbine oil has been purchased from a Mobil Oil distributor under contract W9127N16P0123.
The purchase and addition of oil other than Mobil DTE Heavy ISO VG 100 will void the warranties on both new and existing oils. Adding different oils will require extensive compatibility testing and is not without risk of adversely affecting the existing oil.
