About this opportunity
The Department of the Navy Naval Sea Systems Command seeks overhaul services for MK 41 Vertical Launch System (VLS) cell catches and uptake hatches under an IDIQ supply contract spanning five one-year ordering periods, with proposals due October 29, 2026, and questions due October 12, 2026. Amendment 0001, effective October 16, 2026, clarifies liquidated damages at two percent of total amount per calendar day of delay, capped at ten percent of delivery order value, and permits optional executive summaries.
Place of performance is Jacksonville, Florida. Hatches are picked up and returned to SERMC at Naval Station Mayport; overhauls are conducted at the contractor's facility. The contractor's overhaul site and personnel must obtain certification from Naval Surface Warfare Center (NSWC) Port Hueneme, the MK 41 VLS In-Service Engineering Agent (ISEA), under the MK 41 VLS Cell and Uptake Hatch certification programs. Additional requirements include ISO 9001 quality management system certification, NACE or SSPC/NBPI corrosion control certifications, qualified welders and silverbrazers, and certified NDT inspectors.
Estimated requirements are 150 cell hatches and 20 uptake hatches in the first ordering period, declining to 110 cell hatches and 20 uptake hatches in subsequent periods. The minimum guarantee is $10,000; maximum contract value is determined at award. Work is firm-fixed-price, FOB Destination to SERMC Building 191, Massey Avenue.
Evaluation emphasizes past performance as significantly more important than price. Very relevant past performance is defined as contracts exceeding $350,000 involving MK 41 VLS cell and uptake hatch work within the prior three years, evaluated using up to five finalized CPARS assessments. NAICS 336611, Ship Building and Repairing; PSC J998, Non-Nuclear Ship Repair (East).
