About this file
This is Amendment 0001 to Solicitation N4002726R0005, issued by the Commander Southeast Regional Maintenance at Mayport Naval Station in Jacksonville, Florida. The amendment is effective October 16, 2026, and addresses bidder questions and updates to Section I contract clause 52.211-11 regarding liquidated damages. The solicitation was originally dated September 28, 2026, and the amendment does not extend the receipt deadline for offers.
The amendment clarifies two key items: First, it provides the full text of FAR clause 52.211-11 (Liquidated Damages – Supplies, Services, or Research and Development), specifying that contractors failing to deliver supplies or perform services on schedule shall pay liquidated damages of two percent of the total amount per calendar day of delay, not to exceed ten percent of the delivery order value. Second, it confirms that contractors may optionally include an executive summary in their proposals, though it is not a required submittal. All terms and conditions of the original solicitation remain unchanged and in full force and effect except as modified by this amendment. Offerors must acknowledge receipt of this amendment prior to the bid opening by completing the amendment form, acknowledging receipt on each copy of their offer, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.

52.211-11 Liquidated Damages – Supplies, Services, or Research and Development (Sept 2000)
(a) If the Contractor fails to deliver the supplies or perform the services within the time specified in this contract, the Contractor shall, in place of actual damages, pay to the Government liquidated damages of two (2) percent of the total amount of the individual delivery order per calendar day of delay, not to exceed ten (10) percent of the delivery order value.
