About this opportunity

The Mississippi Valley Division (MVD) of the United States Army Corps of Engineers has issued a Commercial Solutions Opening (CSO) authorized under 10 U.S.C. 3458 and implemented through the Department of Defense Federal Acquisition Regulation Supplement (DFARS) 212.70. This special notice solicits innovative commercial products, technologies, and services to address challenges related to navigation infrastructure and waterway management within the Mississippi Valley Division's area of responsibility. The CSO represents a two-step procurement process in which the government may award contracts to one or more offerors based on their individual submissions. Amendment 0001 to the CSO extends eligibility, allowing other Department of Defense agencies to make direct awards from this solicitation. The solicitation remains open and accepts submissions through May 31, 2026.

The MVD seeks innovative solutions across six Areas of Interest: maintenance of authorized channel dimensions for navigation efficiency, materials and repair methods for navigation structures, comprehensive above- and below-water imaging of navigation structures, locating subaqueous subsurface objects, sedimentation prediction modeling for navigable waterways, and navigation and flood risk management project delivery. Prospective contractors must submit three-page solution briefs electronically to specified USACE contacts and maintain current registration in the System for Award Management (SAM). All resulting contracts will be firm-fixed price and treated as commercial items, with the government reserving the right to issue Requests for Proposals to selected offerors or maintain promising solutions in an electronic library for up to three years if immediate funding is unavailable. The CSO also includes an Individual Program Requirement (IPR) specifically addressing innovative construction strategies for maintenance dredging of the Vermilion River in South Louisiana, with solution briefs due by December 5, 2025, and contract award targeted for January 30, 2026.
