About this opportunity

The Federal Bureau of Investigation (FBI) is soliciting firm fixed-price quotes for Mission Vehicle Outfitting services to modify two Mercedes-Benz 3500HD Sprinter vans for the Render Safe Unit (RSU) and Critical Incident Response Unit (CIRG). The procurement requires converting one van into an operational workspace with office capabilities including a stowable desk, 40-inch monitor, interior lighting, power outlets, and climate control, while the second van will remain configured for cargo transport of render safe equipment. Both vehicles require comprehensive electrical systems including 20 AMPH power banks, 5,000-watt inverters, solar panels, roof racks, exterior lighting, and cargo area modifications with platform shelving and elevated storage for heavy equipment cases. The government will use a Lowest Price Technically Acceptable (LPTA) evaluation method, awarding to the lowest-priced quote that meets technical acceptability standards. Critical dates include a mandatory site visit on July 14, 2025, with participant details due by July 8, 2025, questions due by July 16, 2025, and quote submissions due by July 28, 2025 at 11:00 A.M. Eastern Time.

This procurement is designated as a 100% set-aside for small businesses under NAICS code 811121 (Automotive Body, Paint, and Interior Repair and Maintenance) with a size standard of $9,000,000. No specific incumbent contractors or award values are mentioned in the solicitation documents. The contract involves outfitting two specific vehicles identified by VINs W1Y8NC6Y7PT149349 and W1W8NC6Y6PT143616, with a base performance period from August 4, 2025 through August 3, 2026. Work must be performed at the contractor's facility within a workday's travel radius of Woodbridge, Virginia, where the vehicles will be delivered for modification. The contractor will be required to provide monthly status reports and deliver two fully converted vans matching the agreed-upon buildout plans as final deliverables.
