About this file

This Statement of Work (SOW) details the FBI Render Safe Unit's requirement for outfitting two Mercedes-Benz 3500HD sprinter vans as operational response vehicles. The contract calls for converting one van into an operational workspace with a small office area, including a stowable desk, 40" monitor, interior lighting, power outlets, and climate control, while the second van will remain a cargo van for transporting render safe equipment. Both vehicles require comprehensive electrical systems (20 AMPH power bank, 5,000-Watt inverter, solar panels), vehicle upgrades like a roof rack and exterior lighting, and cargo area modifications including platform shelving above wheel wells and elevated storage capable of securing heavy equipment cases.

The SOW specifies monthly status reports will be delivered to the Contracting Officer, with final deliverables consisting of two converted vans matching agreed-upon buildout plans. The performance will occur at the chosen contractor's assembly facility, with no travel requirements or additional direct costs authorized. The project is designed to improve the Render Safe Teams' operational capabilities in dense urban areas and challenging terrain by providing more versatile and equipped response vehicles. The contract is structured as a firm fixed-price arrangement, with specific technical requirements for electrical, climate, office, and cargo area configurations to support the FBI's Critical Incident Response Group's mission.

STATEMENT OF WORK

FBI Render Safe Unit

Vehicle Mission Outfitting

For the

Critical Incident Response Group/Counter IED Section/

Render Safe Unit

Statement of Work

July 2, 2025

1 Scope This is a contract to provide mission critical outfitting of two (2) sprinter vans to the Federal Bureau of Investigation (FBI), Critical Incident Response Group (CIRG), Render Safe Unit (RSU). These services will improve the Render Safe Teams’ ability to responded and operate in dense urban areas, as well as difficult terrain and inclement weather environments. These settings currently provide impedance to operations when maneuvering large trucks and trailers.

1.1 Description of Services/Introduction

The Render Safe Unit currently has two Mercedes-Benz 3500HD sprinter vans that would require to be transformed to as operational response vehicles. One van will be utilized as operational workspace and cargo van. The second van will remain a cargo van with the ability to use as an operational workspace when hastily needed. These vans have already been outfitted with emergency lights.

One van is currently set up as a strict cargo van and the other is a cargo van with a bench seat. RSU would like one of those vans to have an office space built out in front of the sliding door. The space from approximately the sliding door back will remain a cargo area. The office space should include at a minimum a workstation consisting of a desk/table and seating for two to three people. This workspace needs to have the ability to be stored out of the way (flip up or down) and provide as much floorspace as possible for equipment during transport.

The office van will need to be able to run multiple office electronics (tv’s, computers, mobile devices, etc.) for extended periods of time if shore power is not available. There should be at least one 40” or larger flat screen monitor/TV with HDMI inputs, and a 32” or larger dry erase board. Available 110V AC power outlets for computer operations and available USB power outlets for charging mobile devices without interfering with the 110V outlets for computer use.

One of the vans will need an aftermarket HVAC unit installed as only one van has such for the rear area.

We need a shelving system in the cargo area for both vans able to hold large pelican cases standing up on their ends. Cases can weight up to 80lbs each. This shelving system would mainly consist of elevated platforms just above the wheel well and running the length of the available cargo area. This should include tiedown anchor points to secure the cases as they stand on their ends during transport. The vans have a standup height of over 6.5 feet so some upper cargo shelving/storage would be beneficial around the 5 ft and up mark.

One van currently has a cargo divider wall and the other a bench seat. Depending on build out these might need to be swapped or removed entirely.

The FBI is requesting the contractor to provide van builds / plans / drawings and completed vans with the minimum requirements listed in section 3 of the statement of work. Attached are Examples of renderings for the Office Van 1 and Cargo Van 2. (Attached pictures are for example only and are not the required layout for contractor use).

1.2 Background

The FBI Render Safe Unit (RSU) has purchased two Mercedes-Benz 3500HD sprinter vans that we need converted over as operational response vehicles. One with no more than half its cargo area transformed to a small operational office space to conduct computer functions and communications of the Render Safe mission. The remaining half and the second van need to transport render safe equipment to target and requires the cargo areas to be retrofit. Platforms for equipment, storage space and anchor points are needed secure mission equipment an incident location.
