About this opportunity

The Department of State Office of Acquisition Management seeks WMD threat reduction advisory and consultation services under an unrestricted IDIQ Time-and-Materials Labor-Hours contract, with proposals due July 1, 2026 (extended from June 22 via Amendment 0001) and questions due May 19, 2026. Award recipients under this solicitation become ineligible for award under parallel solicitation 19AQMM26R0156, and vice versa.

Place of performance is Washington, DC. Services encompass rapid technical assessment of WMD bunkers and radiological inventories, identification of critical security and safety gaps, development of feasible engagement and assistance recommendations, and in-country advisory support across all WMD modalities—nuclear, chemical, biological, radiological, conventional munitions, and fentanyl. Work includes desk-based analysis using open sources and commercial satellite imagery, as well as field operations in high-risk environments, including active conflict zones without U.S. diplomatic protection. Contractor personnel must be immediately available with 48-hour global deployment capability.

The contract has a minimum order of $20,000 and a ceiling of $50 million across a one-year base and four one-year option periods, with an estimated annual value range of $1.655 million to $3.485 million under moderate scenarios. This is a recompete of incumbent Culmen International, LLC.

Key personnel requirements include a Program Manager with PM certification and a Deputy Project/Logistics Manager; at least one must hold an active SECRET clearance at proposal submission, and a SECRET facility clearance is mandatory for contract award. All contractor personnel must hold SECRET personnel security clearances issued by DCSA. Contractors must maintain a cadre of cleared personnel and comply with NISPOM and 12 FAM sections 500 and 600. Visit Authorization Requests to DOS are required prior to accessing classified information at government activities.

Technical proposals are limited to 30 pages and must address management approach, technical approach, sample task order with staffing and quality control plans, and three past performance references from work within the past five years. Cost proposals must include fully-loaded labor rates by tier, travel costs, other direct costs, and Defense Base Act insurance (cost, no fee). Evaluation weighs management approach, technical approach, and sample task order equally as most important; price is least important. The Government will award without discussions based on initial proposals. NAICS 541690; PSC R408. Contracting Officer: Khoa D. Tran, TranKD@state.gov.
