About this file
This is a sample task order for evaluation purposes within the Mission Support Solicitation #19AQMM26R0168. The task order describes a notional scenario involving technical assessment and advisory support for a radiological material storage bunker near Antananarivo, Madagascar, requiring urgent security upgrades. The Bureau of Arms Control and Nonproliferation (ACN) and the Office of Nonproliferation and Disarmament Fund (NDF) seek contractor support to assess radiological security risks and recommend practical engagement options.
The task order contains three primary objectives: (1) conduct a rapid independent assessment of the bunker's technical, safety, and security posture using open sources, commercial satellite imagery, and international databases such as IAEA and WHO; (2) identify critical gaps and immediate risks using streamlined analytical frameworks; and (3) recommend feasible, prioritized engagement and assistance options with notional cost estimates. The scope is intentionally streamlined to support urgent decision-making within a compressed timeframe and includes non-personal desk-based research and analysis activities. Offerors must submit proposals organized into two volumes: Volume I (Technical Proposal) addressing understanding of requirements, technical and management approach for all three tasks, staffing plan with key personnel qualifications, and schedule/timeline; and Volume II (Cost Proposal) including cost summary by task, labor cost breakdown, other direct costs, cost assumptions and basis of estimate, and notional cost estimates for recommended options. The solicitation provides detailed guidance questions addressing remote assessment methodologies, data sources, analytical frameworks, staffing qualifications, level of effort allocation, schedule for concurrent execution, and cost structure assumptions. This sample task order does not obligate funds and does not authorize performance; it is provided solely for proposal evaluation purposes.

Mission Support Solicitation # 19AQMM26R0168 Sample Task Order (For Evaluation Purposes Only)
Source Selection Sensitive – FAR 3.104
Technical Assessment and Advisory Support – Neglected Radiological Material Storage Bunker, Madagascar
1. Background
The Bureau of Arms Control and Nonproliferation (ACN)/ Office of Nonproliferation and Disarmament
Fund (NDF) requires technical advisory and analytical support to assess and mitigate potential risks associated with radiological materials and related infrastructure in partner countries.
In this notional scenario, the ACN/NDF (designated as U.S. Government) has identified a radiological material storage bunker requiring urgent security upgrades located near Antananarivo, Madagascar.
The facility was used in prior decades to store sealed radioactive sources (SRS) and other radiological materials from medical, industrial, and research activities.
The Department seeks a Contractor’s proposed technical and management approach—for evaluation purposes only—to assess the situation, and to recommend practical, prioritized options for U.S.
engagement in support of radiological security and nonproliferation objectives.
NOTE: This task order is sample language for proposal evaluation only. It does not obligate funds and does not authorize performance.
2. Task Objective
The objective of this notional task is to obtain advisory and assistance services to:
a. Conduct a rapid independent assessment of the condition, risks, and vulnerabilities associated with the radiological material storage bunker in Madagascar ("the Bunker") using open sources, commercial data sources.
b. Develop practical, prioritized recommendations for U.S. diplomatic and programmatic engagement to improve radiological security and reduce WMD-related risks based on independently gathered information and rapid analysis.
NOTE: Offerors shall describe how they would achieve these objectives through expedited remote methodologies, including focused independent research, open-source intelligence gathering, streamlined analytical frameworks, staffing, level of effort, and schedule. This is a rapid assessment task order requiring immediate mobilization and concurrent execution of activities.
3. Scope of Work:
The non-personal services of this sample Task Order include rapid independent desk-based research and analysis activities, and development and submittal of actionable recommendations to NDF.
4. Task Requirements
Task 1 - Conduct a rapid assessment of the technical, safety, and security posture of the Bunker and associated radiological inventory using open sources, commercial satellite imagery, international databases (IAEA, WHO, etc.).
Source Selection Sensitive – FAR 3.104
Task 2 - Identify critical gaps and immediate risks using streamlined analytical frameworks
Task 3 - Recommend feasible, prioritized engagement and assistance options with notional cost estimates.
This is a rapid assessment task order. The scope is intentionally streamlined to support urgent decision-making within a compressed timeframe.
5. Proposal Submission Instructions:
This sample task order is provided for evaluation purposes only as part of the Mission Support solicitation process. Offerors shall submit a written proposal demonstrating their technical and management approach, and cost estimate to accomplish the objectives outlined in this notional scenario.
***This sample task order does not obligate funds and does not authorize performance.***
6. Proposal Format and Organization
Offerors shall organize their proposals into the following volumes:
Volume I – Technical Proposal
• Section 1: Understanding of Requirements
• Section 2: Technical & Management Approach (addressing Tasks 1-3)
• Section 3: Staffing Plan and Key Personnel Qualifications
• Section 4: Schedule/Timeline
Volume II – Cost Proposal
• Section 1: Cost Summary by Task
• Section 2: Labor Cost Breakdown (categories, rates, hours)
• Section 3: Other Direct Costs (ODCs), Travel, DBA
• Section 4: Cost Assumptions and Basis of Estimate
• Section 5: Notional Cost Estimates for Recommended Engagement Options (Task 3 deliverable)
7. Additional Guidance: These are questions to assist in your notional proposal.
1. Technical & Management approach questions:
• How will you conduct a rapid independent assessment of the radiological material storage bunker using remote methodologies?
• What open sources and commercial data sources will you utilize?
• How will you leverage commercial satellite imagery and international databases?
• What streamlined analytical frameworks will you employ to identify critical gaps and immediate risks?
• How will you develop practical, prioritized recommendations for U.S. diplomatic and programmatic engagement?
• What methodology will you use to prioritize options?
• How will you develop notional cost estimates for recommended options?
Source Selection Sensitive – FAR 3.104
• How will you achieve immediate mobilization given this is a rapid assessment requiring urgent action?
• What is your proposed staffing plan and what qualifications/expertise will team members bring?
• What is your level of effort (LOE) allocation across tasks and personnel?
• What is your proposed schedule for concurrent execution of activities within the compressed timeframe?
• How will you manage the expedited nature of focused independent research, open-source and intelligence gathering?
2. Cost Structure Questions:
• What is your total estimated cost for completing all three tasks within the compressed timeframe?
• How are costs broken down by task?
• What is labor cost breakdown?
• What are your Other Direct Costs (ODCs)?
• What assumptions you will use for your cost estimate?
• Any cost efficiencies?
• What are potential cost variables or risks that could affect the estimate?
This sample task order will be evaluated in accordance with the evaluation criteria specified in Section M of the
Mission Support solicitation. Offerors are encouraged to review those criteria carefully when preparing their proposals.
**This is a notional scenario for evaluation purposes only. No actual work will be performed under this sample task order.**
