About this file
This is a Request for Proposal (RFP) for an Indefinite Delivery Indefinite Quantity (IDIQ) Time-and-Materials Labor-Hours contract for Mission Support WMD Threat Reduction Consultation services. The solicitation was issued by the Department of State's Bureau of Global Acquisitions on May 14, 2026, with proposals due June 22, 2026 at 11:00 AM ET. The contract is unrestricted and available to all business sizes. The Contracting Officer is Khoa D. Tran, and inquiries should be submitted by May 19, 2026. The contract will be administered using the Invoice Processing Platform for payment, with invoices submitted to Charleston, SC 29415.
The services required focus on WMD threat reduction consultation, organized into six base year tasks and corresponding option years (four one-year options). Base year tasks include: (1) rapid assessment of technical, safety, and security posture using open sources and satellite imagery; (2) identification of critical gaps and immediate risks using analytical frameworks; (3) development of feasible engagement and assistance recommendations; (4) travel at cost with no fee; (5) other direct costs; and (6) Defense Base Act insurance. The same task structure repeats for four option years. The contract has a minimum order of $20,000 and a maximum contract value not to exceed $50,000,000 including all options. Evaluation criteria consist of five factors: Management Approach, Technical Approach, Sample Task Order, Relevant Past Performance, and Price. The non-price factors combined are significantly more important than price. Proposals must include a 20-page technical volume addressing management and technical approaches, a sample task order with staffing plan and quality control plan, and three past performance references from work performed within the past five years.
