About this opportunity

This Special Notice announces a draft Request for Proposal from the National Aeronautics and Space Administration Johnson Space Center. The purpose of the draft RFP is to solicit proposals for the Mission Enabling Services Contract to provide development, sustainment, and maintenance of specialized and highly specialized mission-enabling applications and services to support flight operations at JSC and its affiliate organizations over five years.

The draft RFP seeks to engage interested contractors to review the requirements for reasonableness and feasibility, promote competition, and provide comments to inform finalization of the solicitation. Contractors have until August 2, 2021 to submit any questions on the draft RFP. The final RFP and any amendments will be posted to SAM.gov for contractors to monitor and download. Eligible contractors will have 30 days to submit proposals once the final RFP is released, with award anticipated in June 2022. The MESC includes baselines for NASA software and specialized services, as well as an IDIQ component for new work within the general scope.

Documents related to this procurement will be available over the Internet.  These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.  Potential offerors are responsible for downloading their own copy of the solicitation and amendments (if any).

This notice is issued by the NASA/JSC to post a draft RFP to solicit responses from interested parties.  This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. 

The purpose of the Mission Enabling Services Contract (MESC) is to provide development, sustainment, and maintenance of specialized and highly specialized mission-enabling applications and services to the JSC Flight Operations Directorate (FOD) and its affiliate organizations. The MESC requirements span the flight support requirements of NASA/JSC and is also for the benefit of its external customers and partners, including, but not limited to, other NASA centers, International Partners, other Government organizations, and affiliated commercial enterprise partners.

This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.  The Government may not respond to questions/concerns submitted. The Government will use the information to finalize the RFP as necessary.

All comments or questions shall be submitted electronically via email to Catherine Staggs at mesc@mail.nasa.gov, no later than August 2, 2021 at 8:00am CST.  When responding reference 80JSC021R0009.

NASA Clause 1852.215-84, Ombudsman, is applicable.  The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html .
