About this opportunity

The Department of the Air Force Pacific Air Forces (356 ECEG) is conducting a Sources Sought announcement for waste bin services at Misawa Air Force Base in Japan. The government is seeking qualified contractors capable of providing collection and disposal services for four types of waste: Green Waste, Mixed Load Waste, Municipal Solid Waste, and Construction and Demolition Debris. Contractors must be able to provide bins in 35 CY, 20 CY, and 6 CY sizes, with the ability to remove full bins within 48 hours of notification. Responses must be submitted by February 6, 2025, at 10:00 AM Guam Time to vincent.perry.2@us.af.mil, and must include company details such as CAGE Code, DUNS Number, business size, and point of contact information. This Sources Sought is purely for market research and does not guarantee a contract award.

The pre-solicitation notice does not indicate a specific set-aside for small businesses, though vendors are requested to provide their small business classification. There are no details provided about the current incumbent contractor or specific award value for the contract. Collection services will be required Monday through Friday between 7:00 AM and 5:00 PM, with contractors responsible for disposing of waste at permitted off-base facilities in compliance with local, state, and federal regulations. Contractors must also maintain proper documentation, follow OSHA safety requirements, and participate in the Contractor Manpower Reporting system. The pricing structure will include per-pickup charges for full bins and monthly fees for bin maintenance, with vendors encouraged to provide pricing even if they cannot meet the exact specified bin sizes.
