Key responsibilities include directing 52 weekly rehearsals and up to 36 special service rehearsals annually, selecting hymns and worship music, recruiting and managing a volunteer worship team, and ensuring proper facility setup and security. Evaluation will be based on two factors: Technical Acceptability (pass/fail, assessed through experience/education documentation and a music demonstration evaluating performance of two traditional hymns and two contemporary worship songs with no more than three mistakes allowed) and Price (lowest total evaluated price). Critical deadlines include March 6, 2026 at 11:00 AM Japan Standard Time for submission of questions, March 26, 2026 for quotation submissions via email, and April 30, 2026 for SAM and WAWF registration requirements.
No set-aside designations apply to this procurement. The contract covers a five-year period with a base year (May 1, 2026 through April 30, 2027) and four optional one-year extension periods, though the government reserves the right to award for less than the full term. The position requires approximately 10 hours per week with normal operating hours Monday through Friday from 7:30 AM to 4:30 PM, including weekly Tuesday rehearsals from 6:00 PM to 7:30 PM and Wednesday staff meetings at 10:00 AM. Performance thresholds establish standards such as no more than two tardiness/absence instances monthly and no more than four missed sessions annually. The place of performance is Misawa Air Base, Building 358 Chapel, located in Aomori, Japan, with the contractor required to maintain base pass status, undergo background checks, complete Level I antiterrorism awareness training within 30 days, and obtain a Common Access Card (CAC).
