About this opportunity

The Naval Air Warfare Center Aircraft Division seeks to procure two units of the MIPC/NIPCU Fault Data Download Cable Set (Part Number 201415865-10) to support the V-22 program on a competitive, 100% Small Business Set-Aside basis, with proposals due September 2, 2026. This is a Firm-Fixed-Price contract. Due to technical constraints in PIEE, the solicitation has been reposted under new Notice ID N68335-26-R-1068-0004; Amendment 0005 added previously missing drawings 201026791 and 201306741 to the technical data package.

Place of performance is Joint Base McGuire-Dix-Lakehurst, New Jersey. Offerors must hold current AS9100D certification throughout contract performance and possess both a current and certified DD Form 2345 (Militarily Critical Technical Data Agreement) and CMMC Level 2 (Self) Assessment certification to access the export-controlled technical data package, which contains Controlled Unclassified Information and is subject to ITAR. Failure to obtain the drawing package or maintain required CMMC certification renders an offeror ineligible for award. The NAICS code is 334419, Other Electronic Component Manufacturing.

Delivery is required within 250 days of award to NAWCAD Lakehurst, New Jersey on an FOB Destination basis. The contractor must perform Item Unique Identification marking and registration per MIL-STD-130 and comply with CMMC Level 2 security requirements. Inspection and acceptance will be performed at origin by DCMA.

Evaluation uses a Lowest Price Technically Acceptable approach. Technical acceptability factors include conformance to contract line items, small business status verification via SAM, DD Form 2345 submission, AS9100D certification proof, and meeting delivery date requirements. Past performance is evaluated via the Supplier Performance Risk System color rating, with Red ratings resulting in elimination. Pricing will be evaluated for fairness and reasonableness.
