About this file
This is a Request for Proposal (RFP) for the procurement of MIPC/NIPCU Fault Data Download Cable Sets in support of the CMV-22 program.
The solicitation is a 100% small business set-aside under NAICS code 334419, with a firm fixed price contract type anticipated. The Government seeks to procure two (2) units of the MIPC/NIPCU Fault Data Download Cable Set (Part Number 201415865-10, NIIN: 01-655-9629). The delivery schedule requires 250 calendar days from the date of award, with delivery to NAVAIR Warfare Center Aircraft Division, Joint Base McGuire-Dix-Lakehurst, New Jersey. The proposal validity period is 120 days. Offerors must be registered in the System for Award Management (SAM) database prior to award. AS9100D certification is required. Offerors must possess a current and valid CMMC Level 2 (Self) certification and a valid DD Form 2345 Military Critical Technical Data Agreement to access the export-controlled technical drawings, which contain Controlled Unclassified Information (CUI) and are regulated under ITAR. Failure to obtain the drawing package or maintain the required CMMC certification renders an offeror ineligible for award. The Government will use a Lowest Price Technically Acceptable (LPTA) evaluation approach. Technical acceptability factors include conformance to contract line items, small business status verification via SAM, submission of DD Form 2345, AS9100D certification proof, and meeting delivery date requirements. Past performance will be evaluated using the Supplier Performance Risk System (SPRS) color rating system, with Red ratings resulting in elimination from competition. Pricing will be evaluated for fairness and reasonableness. The solicitation includes numerous FAR and DFARS clauses addressing cybersecurity requirements, item unique identification, higher-level quality standards, national stock numbers, and other federal contracting requirements. Proposals must be submitted electronically through the Procurement Integrated Enterprise Environment (PIEE) by 12:00 PM local time on May 28, 2026.
